The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals.

The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rule makings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

Job Description and Duties

Under general supervision of the Program and Project Supervisor, the incumbent will perform engineering analysis and develop recommendations on a broad range of water utility related matters such as utility ownership transfers, sales of utilities’ properties, conservation programs and rates, district consolidations, water supply and quality issues, and ground water contamination. The incumbent will also review, develop studies and make appropriate recommendations relating to operations and maintenance of water utilities and their facilities.

Such issues may include feasibility studies on plant additions, plant cost, plant depreciation, chemical use, sales of utility properties, and ground pollution. Additionally, incumbent will prepare reports and assist the project leader in general rate case proceedings in reviewing the proposed application for deficiencies, drafting deficiency letters, identify issue areas, plan and organizing meetings, perform field investigations, and assist with the publication and distribution of staff reports.

Incumbent may present findings, conclusions, and recommendations in written testimony and testify before the Commission in formal proceedings.
