Annual salary range: $152,256 to $216,684.

The San Francisco Fire Department (SFFD) is expanding its Technology Services Division and seeking experienced professionals to support mission-critical public safety systems. One exciting opportunity is a Business Analyst – Oracle APEX (Public Safety Focus).
This role partners with public safety stakeholders to gather and translate business requirements into functional Oracle APEX solutions. Responsibilities include requirements analysis, UAT, dashboard design, reporting, workflow modeling, and end-user training. Ideal candidates bring experience in public-sector or public-safety environments, strong stakeholder engagement skills, and hands-on experience with Oracle APEX, SQL, and data visualization tools.
Responsibilities- Gather and translate business requirements into functional Oracle APEX solutions for public safety.
- Conduct requirements analysis, user acceptance testing (UAT), dashboard design, reporting, and workflow modeling.
- Provide end-user training and support to ensure successful adoption of solutions.
- 5+ years of experience as a Business Analyst, preferably in a public sector or public safety environment.
- Experience with SQL, PL/SQL, and Oracle database concepts.
- Knowledge of Agile or hybrid project management methodologies.
- Experience with GIS, CAD, RMS, or other public safety technologies.
- Understanding data governance and compliance in public sector environments.
- Strong understanding of Oracle APEX platform and its capabilities.
- Proven experience working with public safety agencies (e.g., police, fire, EMS).
- Excellent communication and stakeholder management skills.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
- Familiarity with HIPAA, NFIRS, or other public safety data standards is a plus.
- Bachelor s degree in Business Administration, Information Systems, Public Administration, or related field. Master s degree or relevant certifications (CBAP, PMI-PBA) are a plus.
- SFFD is a 24/7 public safety agency; these roles are on-site and subject to call-out.
- Positions are covered under an MOU and are eligible for call-out and stand-by pay.
- Candidates must be legally authorized to work in the United States.
