Reporting to the Chief Administrative Officer (CAO), the Chief Information Officer (CIO) is the highest Information Technology (IT) leadership role at the SFPUC and partners with the organization’s leadership team at every level. The CIO is responsible for developing and executing an IT strategy tied to the SFPUC’s business objectives and ensuring the secure and efficient operation of network infrastructure, enterprise applications, operational technology, communication systems, project management, and the cybersecurity environment.
The CIO is also responsible for all SFPUC technology procurement, contracts and budgets.
Through effective IT governance, and in partnership with the CAO, the CIO will dynamically balance the range of technology needs across the SFPUC’s utility enterprises and central support divisions—Water, Wastewater, and Power operations, Business Services, Engineering and Construction, and Administrative Services. Current priorities include improvements to Human Capital Management, Operational Technology, Customer Service and Billing, Legacy System replacement, Contract Compliance, Artificial Intelligence, Professionalized IT Project Management, and Cybersecurity.
Partnering with executive leadership, the CIO will have the opportunity to impact not only these areas but to help refine and set additional priorities for shaping the organization long term.
This role is a prime leadership opportunity for the right candidate. The 100+ member IT professional team has stability, deep subject matter expertise and a desire for innovation, process improvement, employee professional growth and development. The current IT leadership team has in‑depth knowledge of each of their respective areas, is customer service focused, embraces employee engagement and works collaboratively to ensure IT provides consistent service to customers.
The selected CIO needs to foster next level growth that does not disrupt the stable service delivery model that has been created.
Essential duties and responsibilities include:
- IT Strategy – Leads development of SFPUC’s IT strategic plan and roadmap; oversees integration with SFPUC’s strategic planning process and associated business strategies and plans; serves on SFPUC and City planning and policy making committees; drives the development of enterprise technology standards, governance processes and performance metrics.
