Position: Promotive Only – Materials Coordinator (1944) - Citywide – (168058)

Under general direction, organizes, coordinates and analyzes needs related to the planning, acquisition and distribution of materials and equipment in a large department; develops materials planning and control systems; coordinates materials management activities including inventory control and interdepartmental improvements with the Purchasing Department as necessary; and performs related duties as required.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

  • Manages the development, implementation, monitoring, and evaluation of materials management systems, methods, procedures, and operational processes.
  • Coordinates materials procurement, purchasing, and contracting activities, including the development of solicitations, scopes of work, technical requirements, and monitoring of contract performance.
  • Participates in the development, administration, and monitoring of budgets for materials, supplies, equipment, services, inventory, and department operations; monitors expenditures and assists with resource planning.
  • Provides technical guidance and support to management and staff regarding materials management, purchasing, contracting, inventory control, and related procedures.
  • Prepares and reviews reports, contract documents, procedures, memoranda, and other materials related to purchasing, contracting, inventory, and cost control activities.
  • Coordinates and maintains working relationships with departmental staff, suppliers, other City departments, and external organizations regarding materials management, purchasing and contracting activities.
  • Plans, organizes, monitors, and evaluates the work of subordinate staff; provides guidance, training, coaching, and performance feedback as needed.
  • Evaluates materials management procedures and operations, identifies problems or inefficiencies, and develops and implements policies, procedures, and process improvements.
  • Responds to urgent supply, inventory, or materials management needs during emergencies and other operational contingencies to ensure continuity of operations.
  • In Department of Public Health, chairs Value Analysis Committee (VAC) to evaluate product availability and quality and facilitate coordination among clinical, operational, and administrative stakeholders.
  • In Department of Public Health, coordinates contracting and purchasing activities through Group Purchasing Organizations (GPO's)

The 1944 Materials Coordinator also performs other related duties as required.

Minimum Qualifications – Required
  • Current Permanent Civil Service City Employee in class 1942 Assistant Materials Coordinator, who passed probation;
    * AND
  • Possession of a Bachelor's degree from an accredited college or university with major course work in business or public administration, economics, industrial engineering or a related field;
    AND
  • Five years of verifiable experience planning, developing, implementing and administering materials management systems. Such experience must have included cost analysis, budget preparation, management of automated inventory control systems as well as a minimum of three years supervising personnel engaged in inventory management, physical distribution or purchasing activities.
  • SUBSTITUTION:

    Additional experience as described above may be substituted for the required degree on a year-for-year basis
