On Lok PACE

We are a non‑profit committed to our participants. Dedicated to the care of elders, PACE (Program of All‑Inclusive Care for the Elderly) was developed to answer the many problems around caring for frail seniors. The PACE model is centered on the belief that it is better for the well‑being of seniors with chronic care needs and their families to be served in their community whenever possible.

Seniors, their family members, and caregivers face many issues, including transportation to appointments, management of medications, coordination of medical care from different specialists, lack of social interaction, and the ability to stay alone  Lok PACE participants receive in‑home care services and transportation to an On Lok PACE center for primary medical care, social and recreational activities, and other senior care services.

Position Summary

Under the direction and supervision of the Chief Operating Officer, the Director of Transportation Services is directly responsible for managing the transportation services and fleet management of On Lok’s vehicles.

Duties / Responsibilities
  • Responsible for planning, organizing and directing activities and functions of the transportation services department to ensure safe and timely transport of On Lok Lifeways participants.
  • Demonstrate effective leadership and management of resources and systems to ensure all locations meet their operational, human resource, financial and enrollment goals.
  • Will be visible at all locations to oversee and evaluate ongoing operations.
  • Redesign and create new systems, fine‑tune procedures, bring an analytical orientation to daily operations, implement best‑practice approaches, assure staff are trained and competent, and focus on fleet management and risk management.
  • Collaborate with the Directors of Program Operations and Program Managers to ensure quality of service and safety in participant handling.
  • Maintain collaborative partnerships with each Center and other On Lok departments (Enrollment, Marketing, Facilities, Development, IT, etc.).
  • Responsible for fleet management of On Lok owned or leased vehicles that support safe, efficient, and effective transport of drivers and passengers.
  • Standardize vehicle route planning practices and staffing across all service regions to improve effectiveness and efficiency of resources and service utilization, optimize routes and scheduling with transportation software, and ensure adequate training and support for coordinators and drivers.
  • Monitors and ensures high satisfaction rates of participants, families, and employees.
  • Implements safety and accident prevention management program. Works directly with liability insurance group to enhance continuous improvement and risk management program.
  • Responsible for financial management of department capital and operating expenses.
  • Establishes and oversees vehicle preventive maintenance standards and activities to ensure vehicle and equipment are in safe and effective condition, and the external vehicle body is in good repair.
  • Performs personnel management functions to maintain adequate staffing, ensure competency and training of staff, and enhance productivity.
  • Implements system to track budget allocations and expenditures to monitor and analyze financial trends and issues, and make adjustments and recommendations.
  • Implements fleet management system to ensure compliance with vehicle licensing, handicap placard registration, Cal Trans 5310 Grant Title 6 vehicle reporting requirements, monitoring of gas usage, and monitoring vehicle service schedule and repair history and trends.
  • Ensures clean, safe and secure work environment (e.g. in vehicle, On Lok garages and parking areas).
  • Ensures ongoing training for drivers and other department staff (coordinator, supervisor, manager) to be effective in their supporting role.
  • Acts as community liaison (responses to community complaints, SFDPW, etc.).
