The MDTA is seeking a dynamic, results-driven leader for the position of Deputy Director of Title VI and Title VII Programs for the Division of Civil Rights and Fair Practices (CRFP) who will support the Director of CRFP by providing managerial oversight, supervision, and guidance to staff in the completion of the reports and program activities.
This position has oversight of and proactively influences all aspects of the agency’s Fair Practice programs including the Title VI, Equal Employment Opportunity (EEO)/Title VII, Americans with Disabilities Act (ADA), Diversity, Equity, and Inclusion (DEI), Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), Veteran-Owned Small Business Enterprise (VSBE), and Small Business Reserve (S ) programs. The Deputy Director of CRFP provides managerial oversight, supervision, and guidance to staff in the completion of reports and program activities required to ensure compliance with federal and state statutes, regulations, and Maryland Department of Transportation (MDOT) policies.
Responsibilities- Planning and executing divisional objectives, strategies, and programs in support of the Agency's Strategic Plan goals and objectives;
- Overseeing the EEO/Title VII and Americans with Disabilities Act (ADA) programs ensuring equitable treatment of all MDTA employees;
- Representing the MDTA before federal, state and local officials, legislative committees, senior managers, and executives of other agencies as appropriate;
- Preparing reports on a monthly, quarterly, and annual basis outlining the Agency’s achievement of the socioeconomic program goals;
- Developing business outreach activities that provide informational, educational and networking opportunities for small and minority business owners;
- Developing fair practice-related policies and procedures for dissemination to all MDTA contractors, subcontractors, and consultants; and
- Reporting on the achievement of program goals, activities, and accomplishments at meetings and presentations to the MDTA’s Executive Office and Board.
The selected candidate will report directly to the Director of CRFP
. The position is located in Baltimore, Maryland
. Hybrid telework schedules may be available for this position.

Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Certification as a Certified Compliance Administrator (CCA) or Master Compliance Administrator (MCA) is preferred.
ExperienceSix years of experience in administrative or professional work. Three years of demonstrated experience in fair practice program management.
The successful candidate will be able to demonstrate strong transformational leadership, a commitment to effective collaboration, the ability to build trust across an organization, and the experience and skills to inspire, motivate, and communicate with CRFP staff and other internal and external partners, including but not limited to the Division of Procurement, the Office of Engineering and Construction, legislative committees, as well as federal, state and local officials.
Idealcandidate will possess:
- Knowledge and experience interpreting, applying, and ensuring compliance with MBE, DBE, S , VSBE, Title VI, and EEO/Title VII laws and regulations;
