About the Role

The Risk Manager, as part of the Client’s Project Control Team, is responsible for network-level risk governance, oversight, and strategic risk management across multiple projects. This role ensures that Line Managers, Designers, Strategic Partners, and Contractors implement risk management practices that align with client objectives, contractual obligations, and industry best practices. Instead of performing direct risk assessments at the contractor level, the Risk Manager leads risk governance efforts, audits risk processes, and ensures proactive mitigation strategies to maintain project execution in accordance with the Client’s strategic goals.

This position requires evaluating and reviewing risk assessments, ensuring that risk methodologies align with the Client’s risk management framework and project control standards. The Risk Manager will work on qualitative and quantitative risk analyses, execute Monte Carlo simulations to assess cost and schedule uncertainties, validate risk registers, and ensure that risk mitigation measures are properly implemented across all projects.

The role extends to developing and maintaining risk reporting standards, ensuring compliance from Line Managers and Contractors, and preparing risk dashboards for senior management and regulatory stakeholders. Acting as a liaison between the Client, Line Managers, and external regulators, the Risk Manager facilitates risk workshops, ensures contractual risk compliance, and supports risk mitigation strategies at a strategic level. Participation in risk review meetings with internal teams, contractors, and regulatory authorities is essential to ensuring that risks are identified early, assessed rigorously, and mitigated effectively.

The Risk Manager will audit risk methodologies used by Line Managers and Contractors, flag high-risk areas, and support the Client’s broader risk management framework by contributing to strategic risk mitigation planning. Additionally, this role involves tracking and reporting materialized risks, ensuring that potential project delays and financial risks are proactively addressed and escalated when necessary.

As part of the Client’s contract governance efforts, the Risk Manager will support the development of risk‑related requirements in Requests for Proposals (RFPs) and maintain Client risk management policies to ensure alignment with contractual and regulatory obligations. The Risk Manager will define and enforce standardized risk categorization and coding structures, ensuring reporting consistency across all projects under the Client’s oversight.

What do we need from you
  • 15+ years of experience in major infrastructure, transportation, mass transit, urban development, industrial, and marine projects, with a focus on risk governance and strategic oversight.
  • Expert in Monte Carlo simulation, leveraging simulation techniques to model uncertainty, quantify potential project risks, and enhance decision‑making in cost and schedule risk assessments.
  • Strong understanding of construction schedules and project controls, ensuring Line Managers and Contractor risk models accurately represent time, cost, and uncertainty factors.
  • Proficiency in risk analysis tools such as @RISK, Primavera, and Crystal Ball, ensuring comprehensive risk quantification and mitigation strategies.
  • Experience in conducting qualitative and quantitative cost and schedule risk assessments, including the application of simulation techniques.
  • Strong written and verbal communication, stakeholder engagement, and decision‑making abilities, ensuring risk‑related discussions drive proactive solutions.
  • International experience preferred, with a deep understanding of regulatory requirements and compliance frameworks.
  • Chartered Engineer status preferred. Accredited certification in risk management highly desirable (e.g., RMP or equivalent).
