The Safety and Occupational Health Specialist supports the Facility Risk Management Division (FRMD) within the Office of Facilities Management (OFM). This role is responsible for supporting the National Safety and Occupational Health (OSH) Program and ensuring compliance with federal safety regulations across GSA’s diverse real estate portfolio.

The specialist serves as a subject matter expert providing technical guidance, policy support, and program oversight to promote safe, healthy, and compliant work environments for federal employees, tenants, and visitors.

Key Responsibilities
  • Serve as a subject matter expert on occupational safety and health matters for GSA
  • Support the development, implementation, and administration of GSA’s National Safety and Occupational Health Program
  • Ensure compliance with OSHA regulations, Executive Order 12196, and 29 CFR 1960 requirements
  • Advise on complex safety challenges impacting operations, construction, and facility management
  • Manage core OSH program elements, including inspections, reporting, training, and recordkeeping
  • Participate in OSH committees and support agency-wide compliance initiatives
  • Coordinate accident prevention programs and track corrective actions
  • Conduct scheduled and unscheduled safety inspections and risk management surveys across facilities, including offices, laboratories, warehouses, and construction sites
  • Monitor program effectiveness through audits, metrics, and continuous improvement initiatives
  • Evaluate compliance gaps and implement corrective strategies to ensure adherence to federal standards
  • Identify existing and potential hazards and evaluate compliance with federal safety standards
  • Analyze inspection findings and prepare detailed reports outlining deficiencies and recommendations
  • Develop corrective action plans, safety training programs for GSA employees and stakeholders and monitor implementation to ensure timely resolution
  • Evaluate building plans, specifications, and alterations to ensure safety compliance
  • Prioritize high-risk facilities and operations for targeted inspections
  • Perform pre-occupancy inspections and safety reviews for newly leased or renovated spaces
  • Investigate workplace accidents, incidents, and unsafe conditions to identify root causes
  • Recommend preventative measures and corrective actions to reduce future risk
  • Support investigations involving hazardous or unknown substances
  • Track incident trends and provide data-driven recommendations for program improvements
  • Oversee safety aspects of construction and building alteration projects
  • Perform additional duties as assigned by the FRMD Director
Qualifications

Required

  • Bachelor’s degree in Safety, Occupational Health, Industrial Hygiene, or a related field, or a degree supplemented by at least 24 semester hours in disciplines such as occupational safety, industrial hygiene, public health, engineering, toxicology, or related sciences
  • Minimum 5 years of relevant experience in safety, occupational health, industrial hygiene, or related technical fields
  • Demonstrated knowledge of Occupational Safety and Health (OSH) principles, OSHA regulations, Executive Order 12196, and 29 CFR 1960
  • Experience conducting safety inspections, hazard analyses, and incident investigations across diverse work environments
  • Ability to evaluate safety compliance across construction, facility operations, and industrial environments

    Proficiency in analyzing safety data, identifying trends, and developing corrective actions
  • Strong written and verbal communication skills, including the ability to present technical information to non-technical audiences
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment

Preferred

  • Professional certification such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), or similar credentials from recognized organizations (e.g., BCSP, BGC, IHMM)
  • Experience supporting federal agencies or working within government contracts, particularly GSA or similar environments
  • Advanced knowledge of industrial hygiene, environmental health, and facility risk management programs
  • Experience reviewing construction drawings, specifications, and engineering plans for safety compliance
  • Familiarity with federal facility types such as courthouses, laboratories, land ports of entry, and large office campuses
