** Overall Function
** EDF’s Energy Transition Program aims to bend the curve on global greenhouse gas emissions from fossil fuel production and use by 2030, cleanly and equitably. EDF’s Energy Transition program seeks a highly motivated, analytically rigorous individual to join EDF’s Clean Electricity team with a primary focus in the western U.S. The Sr. Analyst, Clean Electricity & Carbon Markets will be a key member of the team working to accelerate the clean energy transition, including supporting EDF’s engagement in Colorado and elsewhere across the west to build the case for broader participation in the emerging western regional electricity market, to accelerate decarbonization of the electric grid while lowering consumer costs, and to secure implementing regulations for California’s recently reauthorized Cap & Invest program.
In this role, the Sr. Analyst will own defined research and policy analysis work streams across a range of clean energy and climate policy topics, develop initial conclusions and recommendations to inform EDF’s advocacy strategy, and help manage engagement with EDF partners, consultants, state policymakers, regulators, and other external stakeholders to advance high-priority legislative and regulatory campaigns.
The Sr. Analyst reports to the Manager, Clean Electricity & Carbon Markets. They will work with other analysts, scientists, economists, lawyers, and policy specialists throughout EDF as well as external partners, stakeholders, and lawmakers.
** Key Responsibilities
*** Contribute substantively to the development and refinement of EDF’s clean energy advocacy strategy in key states by identifying policy opportunities, assessing strategic risks, developing analytical recommendations, and helping translate findings into advocacy priorities aligned with EDF’s power sector and economy-wide emission reduction goals.
* Represent EDF, as appropriate, in external forums with coalition partners, regulators, policymakers, and other stakeholders.
* Prepare and deliver policy analysis, talking points, briefing materials, and rapid-response information for internal and external audiences.
* Lead defined in-house research and analysis projects, including policy analysis of proposed regulations and legislation and quantitative research.
* Review and evaluate policies across a range of metrics, including emissions outcomes and economic, health, and equity implications.
* Develop initial conclusions and recommendations, synthesize findings for decision-making, and present analysis to inform EDF’s advocacy.
* Coordinate with external consultants, review consultant work products, and help ensure deliverables are timely, accurate, and useful for campaign needs.
* Partner with Communications colleagues to develop and execute communications strategies that translate complex policy and analytical findings into accessible messages for policymakers, partners, media, and public audiences.
* Participate in advancing EDF's Organizational Effectiveness and Culture (OEC) goals, so people from all backgrounds and experiences feel connected, included, and empowered to address environmental and organizational challenges in ways that align with EDF values.
