Position Summary and Essential FunctionsThe Proposal Manager leads high-value, complex pursuits and serves as a strategic partner to executive leadership, preconstruction, and operations. This role is responsible not only for proposal production, but also for shaping win strategy, mentoring proposal staff, improving pursuit processes, and positioning the firm competitively in key markets. The Proposal Manager is accountable for proposal quality, compliance, and overall pursuit performance.
This position reports to the Vice President of Business Development and Marketing and is classified as exempt.
- Serve as pursuit leader for RFQs/RFPs, design-build proposals, and negotiated work.
- Facilitate executive go/no-go and strategy sessions.
- Develop win strategies, competitive positioning, and differentiators.
- Advise leadership on pursuit selection, risk, and teaming strategy.
- Direct end-to-end proposal efforts, from pursuit launch through interview and award.
- Create compliance matrices, content plans, production schedules, and responsibility assignments.
- Lead kickoff meetings, milestone reviews, and red-team / executive reviews.
- Ensure strict adherence to RFP instructions, scoring criteria, and submission requirements.
- Write and/or edit narrative sections to ensure clarity, persuasiveness, and consistency.
- Oversee graphic development, layout, and production quality.
- Coordinate proposal activities among executives, preconstruction, operations, legal, safety, and marketing.
- Prepare executive team and project staff for shortlist presentations and client interviews.
- Coach subject matter experts on proposal content and interview delivery.
- Lead proposal debriefs and post-award analyses.
- Team Leadership & Process Improvement
- Mentor and oversee proposal specialist and other members of the Marketing team.
- Establish and continuously improve proposal standards, templates, and workflows.
- Maintain pursuit pipelines, win-rate metrics, and proposal dashboards.
- Lead lessons-learned sessions and integrate feedback into future pursuits.
- Support client development strategies through capture planning and market intelligence.
- Develop messaging for target clients, sectors, and delivery methods.
- Ensure consistency between proposals, branding, and corporate positioning.
- Bachelor's degree in Marketing, Communications, Construction Management, or related field required;
Master's preferred. - 7+ years of proposal leadership experience in construction, architecture, engineering, or professional services.
- Proven success managing multi-million dollar pursuits.
- Experience with private and public sectors.
- Strong understanding of construction delivery methods, such as Progressive Design-Build, Design-Build, CM/GC, Best-Value, Hard-Bid/Lump Sum and other alternative methods.
- Expert-level project management and deadline control.
- Exceptional writing, editing, and storytelling skills.
- Executive presence and facilitation capability.
- Strong business acumen and understanding of construction operations.
- Advanced proficiency with Microsoft Office, Adobe Creative Suite, CRM systems (Unanet), and proposal automation tools such as Joist.ai.
Ability to work extended hours when necessary to meet deadlines.
