For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has

NEW Solutions connects experienced workers (ages 55+) with the Environmental
Protection Agency (EPA). These experienced professionals provide administrative,
scientific, and technical support to the Environmental Protection Agency through
the Senior Environmental Employment (SEE) Program.

Qualifications:

Minimum of 10 year(s) of experience in Writing or reviewing technical documents
such as Clean Water Act permits, Environmental Impact Statements or other
technical reports OR BA/BS Degree in Environmental Studies, Physical Science,
(e.g. Geochemistry, Chemistry, Geology, Oceanography), Biological Sciences
(Biology, Ecology, Marine Biology, Botany), Forestry, Engineering, or
Environmental Health

Desired experience (experience in any of these would be a plus, but none is
required):
Working with federal agencies such as the U.S. Army Corps of
Engineers, National Marine Fisheries Service, Fish and Wildlife Service or the
Environmental Protection Agency and their state-level equivalents. Experience
evaluating dredging and sediment management. Excellent written and oral
communication skills. Ability to work as part of a team. Ability to work
independently.
Experience required with Windows, MS Word, MS Share Point
Duties:

Provide independent and expert technical, scientific, and regulatory analysis
under the Clean Water Act and Marine Protection, Research and Sanctuaries Act.
Reviews permit applications and supplementary technical reports and data
regarding dredged material, dredging activities and the transportation and
disposal or reuse of dredged material. Ensures the adequacy of the physical,
chemical, and biological information to evaluate requests to dispose dredged
sediment or other materials into ocean waters or waters of the US and to
determine conformance with all applicable laws, regulations, and policies.
Conducts scientific and technical analyses, and evaluates bioassay and modeling
results for potential physical, chemical, biological, and or toxicological
effects and/or impact of sediment placement or disposal to the aquatic
environment. Prepares required documentation of suitability or non-suitability
of proposed discharges. The work is highly deadline-oriented and fast paced,
requiring expert ability to concurrently handle multiple complex analyses, and
requires professional judgment for coordination and interagency meetings and
calls with federal agencies, states, and stakeholders regarding the assigned
sector. Assist in preparation of monitoring surveys, and information generated
from, EPA-designated Ocean Disposal Sites (ODMDS). Coordinate with US Army Corps
of Engineers (USACE), States, federal natural resources agencies and others, on
preparation of, and information generated from, ocean surveys and monitoring to
ensure that site management is consistent with site management plans. Uses
physical, chemical, biological data from surveys and monitoring information in
decision-making regarding ODMDS and other coastal/marine issues. Mentor Water
Division staff in scientific and regulatory aspects of ocean protection,
dredging, and sediment management.

Provide technical, scientific, and regulatory analysis under the Clean Water
Act and Marine Protection, Research and Sanctuaries Act. 60%

Assist in preparation of monitoring surveys, and information generated from
and of EPA-designated Ocean Disposal Sites (ODMDS). 10%

Other:
May be asked to attend occasional conferences or workshops sponsored by EPA,
other Federal agencies, or other technical organizations, as appropriate.
Otherwise, most training will be on-the-job training. EPA sponsored training
that may be offered include Clean Water Act Section 404 Training, Clean Water
Act National Pollutant Discharge Elimination System training, NEPA…
