Under direction, the 2904 Human Services Technician performs a variety of duties to assist professionals in HSA’s Department of Disability and Aging Services (DAS). The Technician may work in DAS’s In Home Support Services (IHSS) program or its Adult Protective Services (APS) program.
Essential Duties- Assist Protective Services Workers by transporting clients to and from medical, legal, financial, and social services appointments, as well as approved APS appointments and local stores.
- Provide standby assistance for cleaning or other services and ensure accuracy and completion.
- Obtain and deliver items such as food or household goods requested by clients and approved by the APS worker.
- Conduct home visits to observe, record, and report on client living conditions, ensuring client safety and well‑being.
- Report abuse, exploitation, neglect, and other threats per mandated‑reporting requirements and Agency policies when witnessed or reported by clients.
- Reserve City vehicles from the car desk or other authorized departments; only authorized HSTs may drive. Report car malfunctions or maintenance issues.
- Attend job‑related training on issues affecting clients (e.g., aging, disability, mandated reporting).
- Clean and disinfect items before and after transporting or assisting clients.
- Assist clients with completing APS‑related documents as directed by the Protective Services Worker.
- Pick up and deliver APS program documents as directed by the Protective Services Worker.
- Maintain confidentiality and case records related to client information.
- Process authorized special or emergency payment requests and submit required documentation within established time frames.
- Assist with IAS/IPS duties when assigned by the APS Supervisor to support DAS Public Guardian and Public Conservators programs.
- Review individual providers’ timesheets to resolve issues, uphold or override violations, and answer related questions.
- Promote and train providers on use of the Electronic Service Portal and Telephonic Timesheet System.
- Address and resolve CMIPS and TMS (formerly I‑Task) assignments.
- Handle payment questions and process replacement warrant requests to the State Controller’s office when needed.
- Act as liaison between recipients and individual providers.
- Provide employment and wage verification for individual providers.
- Compile documentation to process employment enrollment for new providers.
- Conduct orientation for new individual providers on rules and regulations.
- Respond to calls at the Independent Provider Assistance Center (IPAC) call center.
- Assist providers and recipients at the IHSS service counter at DAS Benefits and Resource HUB.
- Maintain client and provider case records, ensuring correct filing, missing documents, and scan/updated forms.
- Perform general office duties such as photocopying, filing and scanning, answering telephones, and completing forms.
- Greets people in a friendly, professional manner in‑person or by telephone and responds to questions as per Agency policies.
- One (1) year of experience providing services to seniors or adults with disabilities in a public or private setting (e.g., case aide, para‑professional in adult services, in‑home supportive services, adult care facility, group home, residential treatment facility).
- Certified or non‑certified. Positions may require a valid California Class C driver license and a good driving record.
- Physical ability to lift and carry up to 40 lbs.
- Academic substitution:
Up to six (6) months of experience may be substituted with fifteen (15) semester units (or equivalent quarter units) of coursework in child development, social welfare, social/human services, sociology, or related social or behavioral science.
