3rd Street Youth Center & Clinic is a community-based nonprofit serving youth and young adults throughout San Francisco, with deep roots in the Bayview Hunters Point community. Since 2005, we have provided integrated health, behavioral health, housing, workforce development, and leadership opportunities that empower young people to make healthy, safe decisions and build successful futures.

Today, 3rd Street operates one of San Francisco's few Youth Access Points, manages multiple Transitional Age Youth (TAY) housing programs, and provides workforce pathways that connect young adults to meaningful education and employment opportunities.

Program Information

3rd Street delivers this as an organization-wide In-House Employment Program, anchored by a Young Adult Job Centers embedded within the Lower Polk TAY Navigation Center and the Just Home Transitional Housing Program.

Rather than operating workforce services as an isolated program, 3rd Street provides generalized employment support to participants across the entire organization. Youth served are drawn from across all of 3rd Street's programs: including housing, behavioral health, health, education, and youth development, so that young people can access employment support wherever they are already connected to us. The program primarily serves, but is not limited to, justice-involved TAY and youth ages 18–27 experiencing homelessness who are living in transitional housing sites.

The Job Center will serve as the hub that coordinates and delivers this support: career counseling and planning, job readiness training, employment placement, and retention services. Case managers and program staff across departments are equipped to identify employment goals and connect young people to services, with the Job Center holding the quality and consistency of the work.

Position Summary

The Job Center Manager provides strategic and operational leadership for the Young Adult Job Centers and serves as the organizational hub for 3rd Street's employment strategy.

This position does two things at once:
1) It runs the Job Centers, supervising staff, overseeing service delivery, developing employer partnerships, and driving participant outcomes.
2) It builds employment capability across the wider organization, training and equipping case managers and program staff in other departments to identify employment goals, deliver career counseling, connect youth to opportunities, and document their work to program standards.

Performance context

This program carries defined contractual targets, including an annual enrollment goal and a placement rate at exit into unsubsidized employment, education, or training. The Manager is accountable for meeting these targets and for the data integrity that substantiates them. We are looking for someone who has carried real performance goals before and is energized rather than daunted by them.

Duties & responsibilities

  • Serve as the organizational lead for employment services, building capacity across Housing, Behavioral Health, Youth Development, Education, and Case Management teams.
  • Train and coach case managers and program staff across departments to identify employment goals, deliver career counseling and planning, and connect young people to jobs, job fairs, and training.
  • Define and hold the quality standard for what constitutes a meaningful career counseling and planning activity, ensuring the substance of the work.
  • Build internal referral pathways, shared tools, and events (job fairs, hiring events, employer visits) that connect the whole organization to employment opportunity.
  • Partner with organizational leadership to embed employment support into program practice across 3rd Street.
  • Lead daily operations of the Young Adult Job Centers across the Lower Polk TAY Navigation Center and 3900 3rd Street.
  • Develop annual work plans, implementation strategies, and operational priorities, including the annual Scope of Work Plan required by OEWD.
  • Ensure program activities align with OEWD contract requirements and organizational goals.
  • Monitor performance against contracted targets and lead continuous quality improvement; identify variance early and act on it.
  • Oversee the drop-in resource centers and the schedule of open job-readiness workshops.
Staff Supervision
  • Supervise, coach, and evaluate the Outreach & Employment Specialist and other assigned staff.
  • Conduct regular team meetings and individual supervision sessions.
  • Support staff professional development and training.
  • Foster a collaborative, inclusive, and strengths-based team culture.
Employer & Community Partnerships
  • Build and maintain relationships with employers, workforce agencies, educational institutions, and community partners.
