Senior Cost Manager / Quantity Surveyor - Commercial Construction

Full‑time position.

Turner & Townsend is seeking an experienced Senior Cost Manager and/or Quantity Surveyor to act as the key day‑to‑day client interface, ensuring client objectives are met through a value‑added cost management service across a portfolio of complex capital projects.

These projects include large‑scale campus developments, workplace environments, and technically complex facilities delivered through multi‑phase programs, requiring strong commercial oversight and coordination across diverse stakeholder groups.

To be successful you must have strong communication skills, be comfortable operating in a client‑facing role, and be self‑motivated, driven, and able to work independently as well as part of a team.

Responsibilities
  • Estimating and negotiating change orders throughout the construction lifecycle.
  • Providing estimate and cost planning, including producing and presenting the final cost plan.
  • Reviewing and participating with the design services team and general contractor in the development of cost estimates.
  • Reconciling changes and assisting the general contractor to ensure their data is accurate.
  • Communicating with and meeting the general contractor, owner, or project manager to gather status information and prepare cost estimate updates.
  • Preparing written comments to the general contractor’s submissions, including executive summaries for client reporting.
  • Coordinating all sources of cost information, including subcontractors, suppliers, and design teams, to support accurate cost analysis.
  • Informing and helping to drive engineering and design priorities based on cost impact.
  • Working proactively with minimal supervision to resolve scheduling and cost‑related issues.
  • Managing cost checks and carrying out valuations on larger, complex projects, ensuring timely and accurate reporting.
  • Participating effectively in post‑contract cost variances and change control processes.
  • Managing cost impact, contingency tracking, and commitment tracking logs across multiple concurrent project phases.
  • Preparing funding data presentations and coordinating value engineering sessions with stakeholders.
  • Developing cost plans and estimates through the design phase, delivering updated cost plans at key milestones.
  • Providing commercial input to design optioneering and value engineering exercises.
  • Reviewing contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair and competitive outcomes.
  • Performing quantity surveying, cost controls, and change management activities throughout the project lifecycle.
  • Ensuring post‑contract cost variances and change control processes are managed effectively.
  • Ensuring that cost auditing and valuation processes are robust and consistently applied.
  • Producing monthly cost reports for presentation to the client.
  • Ensuring final accounts are negotiated and agreed upon in a timely manner.
  • Compiling built cost data for benchmarking and future program planning.
  • Identifying, coaching, and mentoring team members to support development and performance.
  • Demonstrating excellence in leadership and service delivery aligned with client expectations.
  • Managing financial performance using internal systems to track margin, fee forecasts, and resource planning.
  • Implementing and maintaining Business Management Systems and delivery methodologies to ensure consistent best practice.
  • Acting as a role model fostering a collaborative, high‑performing team culture.
  • Managing SOX control responsibilities where applicable.
Qualifications
  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • Minimum 5–7 years of experience in cost management or quantity surveying within the construction industry.
  • Experience delivering cost management services on medium to large‑scale, complex construction or program‑based projects.
  • Construction consultancy experience is strongly preferred.
  • Strong understanding of estimating, cost planning, procurement, and change management processes.
  • RICS accreditation or working toward certification is preferred.
  • Excellent communication, presentation, and stakeholder management skills.
Benefits and Salary

The salary range for this full‑time role is $130K-$160K per year. This range represents base salary only and does not reflect the total compensation package.
