Position OverviewThe Engineer I/II positions are available in the following divisions:
Signal Design, Signal Operations, Traffic Safety, Local & Regional Project Delivery, and Development & Geometric Design.
- Implement capital and grant‑funded projects to enhance pedestrian, bicycle, transit, and vehicle access at intersections using signal control devices; including grant administration, consultant and vendor contract management, project scoping, design review, project scheduling, budget management, and coordination with internal and external stakeholders.
- Coordinate construction activities, including traffic signal “turn‑ons” and mitigating signal timing impacts during construction at intersections.
- Evaluate proposed striping and improvement plans associated with annual pavement program work and provide design details to enhance all modes of travel.
- Coordinate traffic signal ITS enhancements in preparation for and in conjunction with public improvements and pavement work.
- Review traffic signal plans and specifications for development and capital improvement projects for compliance with CA‑MUTCD and City standards.
- Coordinate with projects implemented by other City divisions and departments to ensure all changes affecting the traffic signal network conform to the City’s future goals.
- Analyze collision/volume data and other variables to identify ideal locations for innovative traffic signal designs (bicycle signals, HAWK signals, protected intersections, etc.) and evaluate before and after studies.
- Respond to citizen requests for improvements to the signal network.
- Conduct analyses and field investigations related to day‑to‑day customer‑identified traffic operations issues.
- Respond to service requests from the public and other City departments.
- Analyze traffic flow impacts of CIP/development‑related traffic signals and associated improvements.
- Analyze the effectiveness of specific signal timing standards currently utilized in San José and benchmark against current industry standards/trends.
- Prepare and implement traffic signal timing and coordination plans.
- Conduct performance measures of the roadway network, including evaluation of corridor timing flow and safety effectiveness.
- Support implementation of grant‑funded traffic signal retiming projects.
- Prepare requests for proposals (RFPs) for signal timing consultant services, manage service contracts; prepare work orders, grant reports and invoices.
- Actively manage ingress and egress for planned event traffic utilizing remote signal timing control, traffic surveillance cameras, and dynamic motorist information message signs.
- Perform field investigations, collect data, and conduct various traffic studies, including stop sign, crosswalk, and crossing guard studies.
- Review collision reports and apply applicable guidelines and standards to enhance roadway safety.
- Perform engineering analysis and complete written reports of recommended solutions.
- Conduct speed surveys to establish appropriate speed limits on City streets.
