This job aid provides practical, step-by-step guidance for the C&A / Asset Manager to successfully execute Commissioning & Acceptance responsibilities within the Building Generation Process (BGP). The role acts as the primary representative of Asset Management across the full project lifecycle, ensuring assets are delivered, commissioned, accepted, and handed over in accordance with ASML requirements.
Important: This is a self-starter role. No formal training is provided. Proactive ownership, deep asset knowledge, and strong follow-through are critical to success.
2.Role Overview & Accountability Core Role Objectives
- Own ASML assets from definition through close-out
- Validate asset requirements are met in design, construction, commissioning, and handover
- Ensure asset data integrity and system readiness (e.g., Plan On)
- Safeguard Asset Management interests at every BGP tollgate
- Architects & Engineers (design validation)
- Project Management Office (PMO)
- CBRE (takeover / ownership completion)
- Global Asset Management teams
- Commissioning teams
- 10+ years in Asset Management (required)
- Strong understanding of mechanical systems (e.g., air handlers and system integration)
- Commissioning & acceptance processes
- Document control & version management
- Cross-functional coordination
The C&A / Asset Manager is accountable for asset ownership readiness at all times.
Key Actions- Validate asset requirements with architects and engineers
- Ensure assets meet APS (Asset Performance Specification) requirements
- Confirm all assets are:
- Correctly defined
- Commissioned successfully
- Operationally ready
- Ensure all applicable assets are created and validated in Plan On
- Confirm asset attributes, documentation, and handover data are complete
- Resolve discrepancies prior to acceptance tollgates
- Follow through with CBRE to confirm:
- Asset ownership transfer is completed
- Responsibilities are clearly assigned
Ownership of MOC
- Own and manage MOC activities related to assets, commissioning, or acceptance
- Work closely with the PMO to:
- Identify required changes
- Assess asset impact
- Implement program and process updates
- Ensure MOC impacts are fully documented and approved
The Acceptance Manager plays an active and mandatory approval role at every BGP tollgate.

Approval from the Acceptance Manager is mandatory before progression to the next phase.
8. Tollgate Responsibilities (What to Check Before Approval)For each BGP phase
, perform a formal tollgate review to verify:
- Required deliverables are complete
- Asset Management interests are documented
- Risks and gaps are identified and resolved
- Attend relevant project meetings
- Review commissioning and acceptance documentation
- Confirm Asset Management has been informed and aligned
9.1 Asset Performance Specification (APS)
Purpose: Defines project-specific asset management requirements beyond standards or regulations.
Responsibilities:- Ensure asset requirements are captured and aligned to lifecycle needs
- Validate APS is complete before design phase progression
- Confirm APS approval by Project Manager
A valid APS is required to pass the Define → Design tollgate.
Purpose: Defines how project scope will be tested and transitioned to operations.
Your Responsibilities:- Review commissioning plan content at Concept, Basic, and Prepare & Execute phases
- Confirm alignment between design maturity and commissioning detail
- Approve the final commissioning plan prior to Prepare & Execute
- Roles and responsibilities
- Testing approach

- Training for maintenance teams (if required)
- Partial asset acceptance and timing (if applicable)

- You are Accountable or Responsible for acceptance-related deliverables
- You must validate readiness before tollgate approvals
- You must keep Asset Management informed throughout execution
- Be proactive and self-directed
- Challenge design and commissioning gaps early
- Do not approve tollgates with unresolved asset issues
- Maintain strong communication with PMO, CBRE, and Global Asset teams
