Capital Improvement Program (CIP) DivisionThe Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José’s history. It is responsible for delivering a 10‑year capital improvement program estimated at $1.6 billion and securing the future of wastewater treatment services for 1.7 million residents and 17,000 businesses. The division plans and delivers all aspects of the San José‑Santa Clara Regional Wastewater Facility (RWF) treatment process, along with program administration and budget planning.
PositionDuties
We are seeking a Wastewater Facility Senior Engineer to support the RWF’s CIP division. The Senior Engineer is a management classification reporting to a Wastewater Facility Principal Engineer and works closely with the Program Management Consultant and Operations & Maintenance staff to deliver capital improvement projects at the RWF.
Project Manager Responsibilities- Prepare consultant procurement documents (RFQs/RFPs) and conduct contract negotiations.
- Direct preparation and approval of project deliverables from consultants (condition assessment reports, alternative analysis reports, conceptual design reports, preliminary and detail design drawings, specifications, permit documents, and construction estimates).
- Prepare and negotiate levels of effort for service orders and review invoices.
- Prepare council memos and presentations for contract award.
- Perform specialty engineering design (protective relaying, motor, and generator controls).
- Review and permit electrical building systems.
- Review complex professional plans and calculations to ensure sound application of engineering principles, compliance with building codes, best design, and maintenance practices, and ordinances and regulations as they apply to the RWF.
- Participate in resource planning, staff recruitment, and staff development.
- Train, develop, manage, and supervise professional engineering and technical support staff.

- Bachelor’s degree in Civil, Mechanical, Chemical, or related engineering discipline.
- Five (5) years of progressively responsible professional engineering experience in the wastewater treatment industry.
- A Master’s Degree in Environmental Engineering or related disciplines can substitute for one year of professional engineering experience.
- Certificate of Registration from the State of California in a Civil, Electrical, Mechanical, or Chemical professional engineering discipline.
- Valid State of California driver’s license.
- Knowledge of wastewater process and treatment practices, hydraulics, pump design, wastewater collection design, and unit process design.
- Knowledge of state and federal regulations for wastewater treatment, biosolids, nutrient removal, and recycled water.
- Knowledge of engineering research, mathematics, and hydraulic principles.
- Ability to apply engineering principles to sanitary engineering problems and perform engineering studies.
- Knowledge of emerging technologies in wastewater treatment and process modeling.
- Knowledge of standard laboratory test methods for wastewater treatment processes.
- Strong communication, listening, technical writing, and presentation skills.
- Leadership and ethical standards, ability to inspire cooperation, and manage teams effectively.
- Goal‑setting, planning, and project management capabilities.
- Proactive problem‑solving and initiative.
