Contract: 2‑year limited‑term position, subject to fund availability.
OverviewValley Water seeks an Assistant Water Resources Specialist (AWRS) to join the Operations and Maintenance (O&M) Environmental Support Unit. The role provides technical, regulatory, and programmatic support for the Stream Maintenance Program (SMP) and related environmental services that support watershed O&M activities. The AWRS is a key resource for environmental compliance and project coordination, ensuring successful delivery of high‑priority maintenance programs.
Key Responsibilities- Perform environmental planning and compliance activities for the SMP and other watershed O&M projects.
- Assist with California Environmental Quality Act (CEQA), state, and federal permit compliance.
- Plan and execute environmental monitoring, including water quality and sediment sampling, testing, and reporting.
- Coordinate environmental review schedules, prepare technical analyses, and support implementation of maintenance projects within regulatory windows.
- Conduct sediment characterization sampling and analysis for watershed O&M and construction work.
- Oversee water quality monitoring, compliance, and field visits, including data input and interpretation.
- Monitor and assess mitigation sites, providing input on mitigation planning, mapping, and next steps.
- Check compliance and report on permit conditions, using Oracle APEX, Excel, and other analytical software.
For Level I:
No prior experience required. For Level II:
Minimum two (2) years of professional experience in compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology is required.

- Apply water resources principles to planning, operations, and management, including groundwater monitoring and protection.
- Perform arithmetic, statistical calculations, and data analysis.
- Interpret and apply federal, state, and local regulations and Valley Water policies.
- Conduct research projects, evaluate alternatives, make sound recommendations, and prepare technical reports.
- Operate office equipment and specialized software.
- Prepare clear written reports, correspondence, and other materials.
- Communicate effectively in writing and orally.
- Organize and prioritize multiple tasks and meet critical deadlines.
- Make independent decisions within established policy and procedural guidelines.
- Maintain effective working relationships with internal and external stakeholders.
- Principles and practices of water resources management, environmental planning, hydrogeology, geology, hydrology, hydraulics, and environmental sciences.
- Numerical modeling, forecasting, risk analysis, and statistical analysis techniques.
- Groundwater monitoring, contamination prevention, water quality, and long‑term supply modeling.
- Mathematics application to water resources projects.
- Research methods, alternative evaluation, recommendation, and reporting.
- Techniques for representing Valley Water in meetings with government agencies, community groups, and professional organizations.
- Office practices and computer application skills.
- English usage, grammar, and spelling.
- Customer‑service skills for interacting with public, vendors, contractors, and staff.
- Understanding of Valley Water’s injury and illness prevention program responsibilities.
- Natural resources restoration practices such as habitat improvements and wetland restoration.
Graduation from an accredited four‑year college or university with major coursework in water resources management, natural resources management, planning, engineering, geology, or related fields. Adaptable to closely related disciplines.
