Position: DIRECTOR, COLLEGE FISCAL SERVICES

Salary Range $147,037 - $178,725 Annual Salary (Range M25: Management ). Starting salary placement is generally at Step 1.

Benefits Summary

In addition to the salary, the position qualifies for the choice of one of the District’s excellent health benefits and welfare plans, all premium costs paid 100% by the District. Additional benefits include two medical plans (Anthem Blue Cross PPO and Kaiser Permanente HMO), dental (Delta Dental PPO), vision (VSP Choice), life insurance for employee and eligible dependents, long‑term disability/income protection, and employee assistance plan.

The District contributes an additional 26.81% of the employee’s salary towards a pension (CalPERS).

Employees may elect to participate in optional plans including additional life insurance, flexible spending accounts for medical, transportation, or dependent care, and pre‑tax contributions to a 403(b) and/or 457 plan.

Annual vacation: 22 days, sick leave: 12 days, administrative leave: 6 days. 20 paid holidays.

Position Summary

The Director of College Fiscal Services reports to the Vice President of Administrative Services at San Jose City College. Full‑time, 12 months per year management position.

Position Purpose

Provides accounting and financial reporting expertise, ensures compliance with regulations, and manages the Business Services Office operations and staff.

Nature and Scope

Serves as principal liaison for the Vice President, the college leadership in budgeting and reporting. Oversees accounting, budgeting, finance functions, and performs professional accounting work within an ERP system.

Duties and Responsibilities
  • Provide leadership for all financial operations, including systems design, financial reporting, audits, revenue and expenditure monitoring, analysis, and internal controls.
  • Lead technology initiatives for administrative efficiencies.
  • Prepare the annual budget, establish control programs, and revise as required.
  • Provide periodic budget reports and financial projections.
  • Recommend and monitor reserve levels.
  • Support the Vice President on strategic planning and governance.
  • Formulate campus business policies for compliance.
  • Oversee campus accounts and bursar activities, secure cash management.
  • Coordinate general ledger, accounting, and budget reports; prompt invoice payments and accounts receivable statements.
  • Provide training to faculty and staff on budget development and issue resolution.
  • Advise campus community on business office rules.
  • Serve as fiscal resource for grant agreements and external financial relationships.
  • Conduct financial research or analytical studies.
  • Review and approve purchase requisitions and expense reimbursements.
  • Ensure GAAP compliance.
  • Review office operations, implement improvements, enhance financial efficiency.
  • Supervise staff; interview, select, train, counsel, discipline employees.
  • Perform other duties as assigned.

    • Schedule, supervise, assign, review work; train, guide, evaluate, & counsel employees.
    • Interpret and apply district or applicable policies.
    • Present solutions to management with confidence.
    • Work independently with little direction.
    Required Qualifications

    Education and Experience
    • Bachelor’s degree in accounting, finance, business administration, or related field.
    • Two years increasingly responsible experience in accounting and budgeting and supervision of employees.
