Job Summary

Responsible for developing, implementing, and monitoring the TEAP Program to include staff development, substance abuse counseling of students, according to the Job Corps Federal Regulations and the (PRH) Policy and Requirements Handbook. The Job Corps TEAP Program is coordinated by a licensed substance abuse professional responsible for overall direction of the program and assumes responsibility for the quality of care rendered.

The general emphasis of TEAP shall be on prevention, education, identification of substance abuse problems, relapse prevention, and helping students overcome barriers to employability.

Duties/Responsibilities

  • Provides professional customer service to staff and students.
  • Active in Center/Company Leadership program.
  • Stays current on Job Corps policies and procedures.
  • Adheres to all PRH and CSD policies and procedures, as well as the Center’s Operating Procedures.
  • Maintains confidentiality of all student records and maintains HIPPA compliance.
  • Securely safeguards all records within the scope of the Center’s protocols and procedures.
  • Documents all procedures, counseling, and education provided to students accurately and timely.
  • Documents and submits forms and correspondence to local, state, and federal agencies to meet all requirements of the program.
  • Educates students about Health Services
  • Facilitates staff training on topics related to adolescent growth and development.
  • Follows infection control procedures.
  • Assists with maintaining equipment and supplies.
  • Adheres to the departmental budget.
  • Available to HWM by phone for consultation.
  • Participates in the Center’s applicant file review team to review and assess the applicant’s substance use history and current use or needs. This includes helping gather additional information from medical providers, schools, or applicants to complete a clinical interview.
  • Participates in the Disability Accommodation Committee, as appropriate.
  • Submits recommendations to the Center Director for medical separations related.
  • Approves and signs TEAP Health Care Guidelines that include Treatment Guidelines for Health Staff and Symptomatic Management Guidelines for Non-Health Staff.
  • Advises the Center Director and Health Services staff of substance use/abuse matters.
  • Provides individual counseling for students regarding substance use, abuse, prevention, and healthy choices.
  • Designs, develops, and implements all programs related to substance use and abuse prevention and intervention in conjunction with the Mental Health Consultant, Counseling, and Health Services staff, Center Physician and Center Director.
  • Prepares and facilitates group sessions with students enrolled in the center’s TEAP program.
  • Utilizes formalized assessment measures (e.g., SASSI3 or SASSIA2, MAST, CRAFFT, and DAST), and clinical judgment to determine students’ level of risk for substance use.
  • Collects urine drug test specimens.
  • Works with the Center Standards and Incentive Officer (CSIO) for consultation with students regarding positive results leading to separation from the program.
