Position: Assistant Chief Information Officer (Assistant Director - Information Technology Department)

Assistant Chief Information Officer (ACIO), City of San José

The Assistant Chief Information Officer is the second‑highest technology leadership position in the City’s Information Technology Department. The ACIO partners with the Chief Information Officer and executive leadership to modernize systems, strengthen cybersecurity, and build a culture of collaboration and continuous improvement across the enterprise.

The ACIO leads the Business Solutions, Data & Business Intelligence functions, and the Customer Contact Center—overseeing a total staff size of 51 and ensuring delivery of superior municipal services through advanced technology solutions.

Responsibilities
  • Provide inspirational leadership, fostering confidence, empathy, and respect, to strengthen a high‑performing innovation and technology team.
  • Champion the City’s core values:
    Quality and Excellent Customer Service, Empowerment and Accountability, Collaboration, Communication, Racial Equity, and Community Engagement.
  • Develop employees within a collaborative, team‑oriented environment to address complex, cross‑department challenges.
  • Strategically partner with the CIO to implement the City Council Focus Areas and the 2023‑2026 IT Strategic Plan.
  • Lead the planning, execution, and management of technology resources, including enterprise systems, security, and data‑driven programs.
Minimum Qualifications
  • Education:

    Bachelor’s degree in Information Technology, Computer Science, Information Systems Management, Business Administration, Public Administration, or a related field (required). Master’s degree preferred.
  • Experience:

    At least seven years of progressive, senior‑level experience in information technology, business management, operations, or administration, including a minimum of three years of direct supervisory and managerial experience leading multi‑disciplinary technology teams.
  • Certifications:

    Advanced professional certifications such as PMP, ITIL, CISSP, or CISM preferred.

  • Strong communicator with a passion for the City’s vision and ITD’s mission.
  • Proven ability in managing complex enterprise technology projects and strategic, tactical, and day‑to‑day needs of a large organization.
  • Experience leading high‑profile, fast‑paced environments and mentoring senior teams.
  • Resourcefulness and creativity in constrained environments.
  • Proactive problem‑solving with a focus on outcome orientation.
  • Commitment to advancing racial equity and digital inclusion.
  • Capacity to build trust and relationships across the City and community stakeholders.
Salary & Benefits
  • Annual salary range: $ – $, plus approximately 5% ongoing non‑pensionable compensation.
  • Defined benefit retirement plan with full reciprocity to CalPERS.
  • Health insurance (City contributes 85% of the lowest‑cost non‑deductible plan; multiple plan options).
  • Dental insurance (City contributes 100% of the lowest‑priced plan).
  • Vacation: 3 weeks per year, increasing to 5 weeks after 15 years of service.
  • Executive leave: 48 hours annually, up to 80 hours based on performance.
  • Sick leave: accrual of approximately 8 hours per month.
  • Holidays: 15 paid holidays annually.
  • Life insurance: term life policy equal to two times annual salary.
