IT Project Manager, Systems Administrator

The IT Manager will be a mentor and coach who takes an active role in managing team assignments and projects, helping staff grow and develop.

The IT Manager reports directly to the Deputy Director and provides leadership and direction to highly technical employees in the IT Department. Leadership focuses on supporting the Planning, Building, and Code Enforcement business partners, and the City's permitting systems and related infrastructure.
The ideal candidate shall have the following desirable experience:
1. Directed day-to-day operations of a major Information Systems (IS) unit and processes with critical impact on the business, ensuring business operations comply with standards and procedures; develop and implement goals, objectives policies, priorities and procedures for assigned programs; determine and improve customer satisfaction levels as necessary. Experience managing projects across sectional or departmental lines; make decisions on priorities, make compromises and build consensus among stakeholders with conflicting needs.
2. Experience managing enterprise and departmental projects, major and minor system upgrades, infrastructure refresh; plan, lead staff and manage all phases of implementation including gathering requirements, project scoping, planning resource, budget, and timeline.
3. Experience in leading large-scale projects to successful completion, meeting business Objective Key Results (OKRs); managed system support vendors, directed system design, development and implementation of new projects and applications; led the analysis of new system features, change controls of upgrades; planned and improved operations; established hardware/software standards and refreshed plans.
4. Prepared and administered an annual budget including the monitoring of expenditures, charge back structure, negotiating and managing contracts.
5. Developed and updated an information systems Master Plan and operational roadmap. This includes the implementation of the plan, change management, and departmental/enterprise communication across all levels, and business partners.
The actual salary shall be determined by the final candidate's qualifications and experience. In addition to the starting salary, employees in the Department Information Technology classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
