Senior Technical Program Manager

We're looking for a Technical Program Manager (TPM) to join our Tik Tok Engineering PMO team based in San Jose. In partnership with Tik Tok and Value Chain leadership, the PMO team helps ensure that Tik Tok's portfolio, program, and project delivery are predictable, measurable, and optimized. PMOs serve as the bridge between PM and R&D when needed, driving technical projects from ideation to launch and integrating them into the overall Tik Tok product ecosystem.

The objective is to foster more reliable delivery.

Responsibilities:

• Lead project management and cross-functional collaboration for product planning and launch, scrum delivery, resource planning, and create processes that enable teams to move quickly and efficiently with our engineering teams, including yet not limited to our server architecture team or privacy and security teams.
• Lead projects related to data center cost optimization, data center system construction, and stability optimization.
• Lead projects related to data and Minor Protection privacy user facing features, in order to response to external region regulatory and internal technical foundation requirements.
• Identify opportunities for process improvements, streamline project management methodologies, and drive standardization across projects to enhance efficiency and effectiveness.
• Collaborate with cross-functional teams, executive leadership, and internal partners to ensure clear communication, alignment, and support for the project objectives.
• Communicate project and scrum status, risks, and mitigation plans to the leadership team. Ensure project and related delivery documents are complete, accurate, and available for review by all parts of the organization.
• Monitor the efficiency of product and tech team delivery with key metrics and provide deep insights regarding delivery efficiency, along with practical suggestions to enhance it.
• Maintain the team's focus on strategy and goal-oriented results when tackling complex problems.

Qualifications:

Minimum Qualification(s):
Bachelor's degree or above, extensive direct project management or related work experience, excellent organizational and time management skills and detail oriented, strong interpersonal skills with proven ability to collaborate, foster relationships and work cross-functionally, especially with global, diverse teams in multiple time-zones

Preferred Qualification(s):
Experience in infrastructure and cloud technologies, with understanding of cost optimization strategies and infrastructure build-up. Experience in stability, engineering quality/efficiency, and architecture evaluation projects. Experience in Privacy and software development scrum project management scenarios, with understanding of Tik Tok Client user facing feature and data privacy, industry best practice, and regulations.

Compensation Description (Annually):
The base salary range for this position in the selected city is $111600 - $235600 annually. Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
