About Bill Wilson Center

Bill Wilson Center provides services to children, youth, young adults, and families in Santa Clara County. We also reach clients through street outreach and crisis line programs. Our programs focus on housing, mental health care, supportive services, and advocacy. Since 1973, we have worked with runaway and homeless youth, using a strength‑based approach to help them grow into healthy, self‑sufficient adults.

Job Summary

The Independent Living Program (ILP) provides support to foster youth aged 16–21. The Case Manager reports to the Program Manager and is responsible for providing services and engaging youth in the program.

Essential Duties/Responsibilities
  • Provide individual, face‑to‑face case management to ILP youth focusing on five fundamental components:
    Permanence and Connection for Independence, Education, Employment, Youth Development, and Housing.
  • Assist youth to reach their academic goals.
  • Provide support in daily living skills, budgeting, locating and maintaining housing, and career planning.
  • Collaborate with youth to incorporate their Transitional ILP (TILP) goals into the ILP case‑management plan and assist in achieving all goals.
  • Provide opportunities, connections, and resources for affordable, safe housing within the Bill Wilson Center or the larger community.
  • Provide support for parenting ILP clients.
  • Provide referrals to behavioral health, regional centers, Department of Rehabilitation, or other community resources to meet diverse youth needs.
  • Coordinate or support college/career exploration tours.
  • Manage financial incentives for ILP youth.
  • Provide resources and referrals to relevant, culturally appropriate services in the community where youth reside or plan to reside.
  • Provide outreach to engage youth not currently participating in services and future eligible youth.
  • Collaborate with Department of Family and Children Services staff, Juvenile Probation Officers, adult supporters, and other stakeholders working with ILP youth.
  • Attend required agency and stakeholder meetings.
  • Maintain client and program records, entering data the same day as services and no later than three business days afterward. Provide reports as required.
  • Participate in agency program quality improvement activities and initiatives.
  • Participate in agency safety initiatives and proactively report safety issues to management immediately.
  • Ensure regular attendance.
  • Perform additional duties as assigned.
Qualifications (Education and Experience)
  • Bachelor’s Degree (BA) from a four‑year college or university in Sociology, Social Work, Psychology, Education, or a related field.
  • Minimum one year of case‑management experience, preferably with TAY youth, foster youth, children, and/or families.

Skills and Abilities
  • Driving is a requirement: possession of a current driver’s license, a vehicle, and personal automobile insurance.
  • Current CPR and First Aid certification required (or to be completed within 30 days of hire).
  • Fingerprinting/background check as required by the Department of Justice or Title XXII regulations.
  • TB test required.
  • Must be punctual, efficient, organized, and able to work effectively under pressure.
  • Excellent communication skills: personable and informative when presenting Bill Wilson Center programs and services.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Effective written and verbal communication skills.
  • Bilingual communication skills required for some positions.
  • Basic mathematical skills for reporting purposes.
  • Practical problem‑solving abilities in varied situations with limited standardization.
  • Interpretation skills for written, oral, diagrammatic, or scheduled instructions.
  • Knowledge of internet software, spreadsheet software, and word‑processing software; internet research skills are a plus.
