An elementary school is implementing a school wide Multi-Tiered System of Supports (MTSS) in English language arts and mathematics. District expectations require all teacher teams to provide intervention and extension aligned to priority standards. Recent assessment data show significant variation in student performance across grade levels and classrooms. Some students are not making adequate progress despite receiving intervention, while other students who have demonstrated mastery would benefit from meaningful extension opportunities.

Although teachers recognize the importance of responding to student needs, implementation is inconsistent. Some teams have established collaborative processes for reviewing data, sharing students, and providing coordinated intervention and extension. Other teams plan and deliver intervention and extension independently within their own classrooms. As a result, students may receive varying levels of support depending on their teacher, and the school does not yet have a consistent collective response to student learning needs.

Teacher teams are also at different stages in their use of data and implementation of intervention and extension practices. Some teachers are eager to collaborate, while others are concerned about finding time within the instructional day or are uncertain about changing existing practices.

As the school’s MTSS Specialist TOSA, describe how you would lead and support the development of a coherent school wide intervention and extension system.

Under the direction of the site administrator, the MTSS Specialist Teacher on Special Assignment supports the development, implementation, and continuous improvement of a school wide Multi-Tiered System of Supports (MTSS). The MTSS Specialist collaborates with the Instructional Leadership Team (ILT), teacher teams, and administrators to strengthen high-quality core instruction, intervention and extension systems, assessment practices, and data-informed decision-making in English language arts and/or mathematics.

• Work directly with students to support implementation of the school’s MTSS model in English language arts and/or mathematics.
• Provide targeted intervention and extension aligned to identified student needs, grade-level standards, and school wide plans.
• Use formative, interim, and diagnostic assessment data to inform instructional decisions and student grouping.
• Monitor student progress and communicate relevant findings to teacher teams and site leadership.
• Support timely adjustments to intervention and extension services based on student response to instruction.

Facilitate the development, implementation, and refinement of the school wide Intervention and Extension Plan in consultation with the ILT or GC.

• Serve as an active member of the school’s ILT or GC.
• Collaborate with the ILT to establish and sustain a systematic school wide intervention and extension model grounded in Professional Learning Community (PLC) practices.
• Plan and lead site-based professional learning related to:
• Great First Instruction
• Effective intervention and extension strategies
• Assessment strategies
• Data analysis
• Progress monitoring
• Revision of instructional groups and intervention and extension plans
• Collaborate with grade-level, department, and teacher teams to analyze student-learning data; identify priorities; and develop responsive instructional plans.
