DEFINITION
Under direction, administers and manages complex engineering project activities including planning, design, and construction; coordinates land development and project activities with other City departments and outside agencies; provides technical and functional direction to less experienced staff; provides complex professional assistance to management and others in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISEDReceives direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to less experienced staff. Exercises no direct supervision over staff.
CLASS CHARACTERISTICSThis is the advanced-level classification in the professional engineering series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments.
Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results. This class is distinguished from the Principal Civil Engineer in that the latter is the highest-level class in the professional engineering series and is the full-supervisory-level class responsible for organizing, assigning, supervising, and reviewing the work of engineering staff.
OF TYPICAL JOB FUNCTIONS
Essential duties may include, but are not limited to, the following:
- Provides technical and functional direction to assigned staff; reviews and controls quality of work; participates in performing complex duties.
- Trains employees in work principles, practices, methods, policies, procedures, and applicable federal, state, and local laws, rules, codes, and regulations.
- Assists in the implementation of goals, objectives, policies, procedures, and work standards including recommending improvements; assists in developing work plans, procedures, and schedules.
- Serves as project manager on multiple complex design, development, or Capital Improvement Projects (CIP).
- Analyzes civil engineering plan design, specifications, consultant, and staff comments in accordance with design requirements, and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.
- Assists in conducting capital improvement project planning activities; provides oversight and input into the conceptual design of engineering projects; investigates and provides solutions to resolve problems with scope of work or cost issues; coordinates meetings with engineering consultants and attends meetings with outside agencies as needed; ensures projects are completed on time and within budget.
- Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides information regarding City development requirements.
- Assists in developing consultant requests for proposal for professional and/or construction services and participates in the bid process; evaluates proposals and recommends project award; negotiates and administers contracts after award; ensures contractor compliance with City standards and specifications, time, and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
- Provides input to higher management in the development and administration of the annual budget and the capital improvement budget.
- Monitors activities of the assigned work projects; recommends improvements and modifications and prepares various reports on activities and projects; recommends and assists in the implementation of goals and objectives; implements policies and procedures.
- Responds to and resolves various issues with residents, other department representatives, and outside agencies in a professional manner; identifies and reports findings and proposes necessary corrective action.
- Serves as a liaison for an assigned functional area with other City departments, divisions, and outside agencies; attends meetings, as necessary; participates on a variety of committees, and task forces; attends and participates in professional groups; stays abreast of new trends and innovations in the field of land development, civil engineering, and capital program implementation.
