Position: Hearing Officer (Intermittent) - Public Safety

Job Summary

Under the general supervision of the Director of Public Safety Operations and Administration, the Hearing Examiner performs administrative and quasi‑judicial duties related to the review and adjudication of parking citation appeals issued on campus. The incumbent serves as an impartial examiner responsible for evaluating written and/or informal hearing appeals in accordance with University parking regulations, the California Vehicle Code (CVC), and applicable campus policies and procedures.

The Hearing Examiner reviews and analyzes evidence submitted by appellants and the University, including citation records, photographs, permits, and statements, and renders determinations consistent with the CVC sections governing parking enforcement and administrative review, including but not limited to CVC 40215, 40230–40231, and 21113. The incumbent exercises independent judgment in applying campus regulations and state law to factual circumstances, ensuring decisions are fair, consistent, and legally compliant.

Written determinations are prepared that clearly communicate findings, outcomes, and applicable regulatory rationale. This position interacts with students, faculty, staff, and campus visitors by responding to inquiries related to the citation appeal process, explaining procedures, and clarifying decisions when appropriate. The Hearing Examiner maintains accurate and confidential records of appeals and determinations and ensures compliance with all applicable laws, regulations, and University policies.

This is a temporary, one‑year position with the possibility of extension, designated as a Casual Worker; work hours are scheduled on an as‑needed basis and do not carry permanent status or benefits.

Department Summary

Under the administration of the Associate Vice President of Public Safety, the Public Safety Department is responsible for the safety, health and well‑being of the university community. The Public Safety Department consists of five divisions; the Cal Poly Police Department managed by the Chief of Police;
Cal Poly Maritime Police Department managed by the Deputy Chief of Police; the Department of Emergency Management managed by the Executive Director of Public Safety;
Transportation and Parking Services managed by the Director of Transportation and Parking Services; and Business Services managed by the Director of Public Safety Operations and Administration. This position falls under the Business Services unit.

Key Qualifications
  • Knowledge of applicable California Vehicle Code provisions related to parking enforcement and administrative hearings, including CVC 21113 and 40215.
  • Knowledge of campus parking regulations, policies, and procedures, or the ability to acquire such knowledge through training.
  • Ability to conduct fair, impartial, and independent administrative reviews and hearings consistent with due process requirements.
  • Ability to analyze evidence and documentation, identify relevant facts, and apply regulations and law to individual cases.
  • Ability to exercise sound, independent judgment and render consistent, well‑reasoned determinations.
Education And Experience
  • Equivalent to completion of two years of college coursework or an equivalent combination of education and experience.
  • One year of experience performing administrative, clerical, or analytical work involving the review and interpretation of policies, regulations, or procedures, preferably in a public agency, higher education, or customer service environment.
  • Experience applying rules or guidelines to individual cases and exercising independent judgment in making determinations or recommendations.
Licenses, Certificates, Credentials
  • This position must meet all training and independence requirements for parking citation hearing examiners as set forth in California Vehicle Code 40215 or be able to meet within 6 months.
Salary And Benefits

Anticipated Hiring Range: $33.65 - $40.87 per hour

Classification Range: $16.90 - $140.00 per hour
