The Department of Planning and Building is hiring a Business Systems Analyst (BSA) II/III to be an important member of the Enterprise, Licensing and Permitting (EP&L) support team. EP&L is the County’s enterprise software system that automates operations in land use planning, permitting, code enforcement, and inspections.

The BSA serves as a key liaison between business units and IT within a public sector environment. This role is responsible for analyzing business processes, identifying system improvement opportunities, gathering and documenting requirements, and supporting the implementation of technology solutions that enhance service delivery, operational efficiency, compliance, and transparency.

Definition

Under direction, classes in this series perform professional-level duties in the application of information technology to improve County departmental business and administrative processes; reviews business functions and strategies; identifies, proposes, and implements business process changes; collects and analyzes operational and systems data, and performs other duties as required.

Typical Tasks and Representative Duties
  • Analyzes the effectiveness and efficiency of existing technology systems and business processes and develops strategies for improvement
  • Meets with decision makers, systems owners and end users to define business and operational requirements.
  • Develops proposals and plans for the design and installation of new systems and processes
  • Defines project requirements, identifies project milestones, directs project teams and monitors progress
  • Serves as liaison between stakeholders, users, vendors and information technology teams
  • Evaluates and/or participates in the evaluation of technology products and solutions
  • Identifies and mitigates risk elements to ensure successful transition to new business systems and processes
  • Performs cost benefit and return on investment analysis for proposals
  • Ensures compliance with operating standards, County policies, and legal requirements
  • Directs and develops support documentation for users; provide and coordinate training and support
  • May make presentations to stakeholders, boards, commissions and other oversight committees

The Business Systems Analyst series is distinguished from other technology classes in that positions in this series are focused on business process improvement, utilizing the specialty technology classes, including Software Engineer, Systems Administrator and Information Technology Specialists. This class is distinguished from the Information Technology Project Manager series in that the latter is assigned large and complex technology initiatives that typically involve multiple County departments.

The Ideal Candidate will:
  • Have experience with defining, implementing, or executing permitting processes and workflows within a jurisdiction
  • Have experience with EP&L or other permit processing software systems
  • Collaborate with departments and stakeholders to gather, analyze, and document business and system requirements.
  • Translate business needs into functional and technical specifications.
  • Analyze existing systems and processes to identify improvement opportunities.
  • Coordinate with IT teams, vendors, and project managers during system implementations.
  • Assist with data migration, reporting, and system integrations.
  • Provide staff and stakeholder trainings, create end‑user documentation and training materials, and provide post‑implementation support.
Minimum Qualifications

A combination of education, training and experience which provide the required knowledge, skills and abilities listed. Typically, this would include:

  • Business Systems Analyst II:
    In addition to the above, two years of experience equivalent to a Business Systems Analyst I with the County of San Luis Obispo.
  • Business Systems Analyst III:
    In addition, one year of experience equivalent to a Business Systems Analyst II
