Industrial Facility Security Officer (FSO) Job Summary
ESAero, an AV Inc. Company, is seeking an Industrial Facility Security Officer (FSO) to work in a dynamic high-tempo environment delivering Mission First results! This position will manage, administer, and coordinate industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. The FSO will support personnel security clearances andmaintainall security documentation, files, and clearance and suitability rostersin accordance withgovernmentrequirements.
The successful candidate will have an understanding and experience of the NISPOM, ICDs and general security requirements for the Department of Defense and other Federal agencies.
Understand physical security, access control platforms, and CCTVs
- Maintain all security documentation and filesin accordance with Defense Counterintelligence and Security Agency (DCSA) requirements.
- Maintain Facility Security Clearance (FCL) documentation and submission in accordance withDCSA requirements.
- Maintain DD-254s including compiling and disseminating sub-DD254s.
- Manage and maintain documentation to include Standard Practice Procedures (SPP), Standard Operating Procedures (SOP) and Emergency Action Plans
- Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
- Provide and document new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents.
- Participate in the development and execution of security education programs.
- Participate and oversee annual refresher training to include preparing necessary documentation in support of the DCSA Security Vulnerability Assessments.
- Partners with internal and external clients toidentifyand address escalated contractual, personnel,facility and information security issuesin accordance withthe NISPOM
- Provide security support to People & Culture, Contracts, and Proposal teams.
- Maintain a working relationship with DCSA or other Federal Agencies and each contract's security office.
- Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports.
- Interpret government policies for the development and implementation of security plans and procedures.
- Experience with the classification management process and classification guides associated with DoD and IC information.
- Ability to create, interpret and partner with program to implement Security Classification Guides (SCGs)
- Manage Open Storage Area(s) (OSA) and restricted areas; including after-hour responses
- Perform daily security activities and enforce government and company security policies.
- Coordinate across locations to support physical security needs for access control,CCTVand incident report reviews.
- Develop andmaintaineffective “Document Inventory and Control Program” for management of classified systems,mediaand documents.
- Maintain classified holdings and prepare classified transmittal sin accordance withNISPOM guidelines and requirements
- Top Secret level security clearance is required
- Experience with ICD
705 or secure builds - At least 3+ years of relevant experience
- DCSA Facility Security Officer (FSO) Certification
- Knowledge of the government security and information assurance processes
- Experience implementing the NISPOM, DCIDS, ICDs, and Executive Orders, to ensure security compliance
- Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances
- Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII)
- Experience with DISS, NISS, NBIS andeAPP
- Familiarity with SIMS
- Ability to communicate effectively with Corporate Executives and high-end government contacts to provide status updates, ensure compliance with NISPOM requirements and provide guidance on security related questions or concerns
