What We Are Looking ForWe are seeking an experienced construction professional who thrives in a fast‑paced public agency environment and enjoys taking ownership of projects from pre‑construction through final closeout. The ideal candidate will bring strong experience managing public infrastructure projects, coordinating with contractors and consultants, reviewing construction documentation, resolving field issues, and serving as an owner’s representative during construction.
This position is particularly well‑suited for candidates with backgrounds in construction management, resident engineering, public works construction, capital improvement programs, and municipal infrastructure delivery. Experience working with contractors, utility providers, consultants, and regulatory agencies throughout the construction process is highly desirable.
The Team You’ll Be LeadingThe Construction Engineering Division plays a critical role in delivering the City’s capital improvement program and supporting construction activities associated with private development projects. As Construction Manager, you will oversee construction inspection and project delivery efforts while serving as a key liaison between the City, contractors, consultants, utility providers, and project stakeholders.
You will help ensure projects are delivered safely, efficiently, and in compliance with approved plans, specifications, permits, and City standards.
Projects and Responsibilities May Include- Transportation and roadway improvement projects

- Private development construction oversight
- Construction administration and contract management
- Consultant and contractor coordination
- Public agency and utility coordination
- Project closeout and acceptance activities
- Assumes responsibility for the construction management and inspection activities of the Development Services Department
- Manages and administers multiple private development and capital construction projects; manages contracts and ensures completion within budget, regulatory, and time constraints
- Coordinates activities with public utilities, outside agencies, and the public to resolve sensitive construction issues
- Responds to inquiries from the public, developers, contractors, and City staff regarding construction projects
- Identifies opportunities for improving service delivery methods and procedures; reviews and implements improvements, ensuring project reports and records are maintained
- Reviews and garners approval of construction submittals, change orders, schedules, and design changes; processes progress payments, change orders, and completion notices
- Directs construction operations, services, and activities in accordance with applicable regulations and safety standards
- Monitors work flow, assigns tasks, resolves problems, and evaluates work products or procedures; negotiates and resolves construction disputes and participates in claim defense
- Inspects and administers grading, storm drain, retaining wall, roadway, lighting, and surface improvements of private development projects
- Manages consultant project management, inspection, materials testing, and survey services; administers selection and negotiation of consultant contracts; monitors budgets and approves payments
- Oversees right‑of‑way permit process; reviews and approves applications, issues permits, and monitors conformance to excavation ordinance requirements
