Budget Analyst II

Under general direction, the Budget Analyst II performs fiscal research and analytical functions in the preparation and maintenance of the Hays County budget. This position is involved in improving public services and policies through research, evaluation, graphics, and analytic data summaries. The Budget Analyst II assists in the development of a comprehensive budget and budget projections, conducting and preparing comprehensive reviews and recommendations for all departmental budget requests in compliance with the principals and procedures of public budgeting.

The position performs financial review related to budgeting and budget control and assists with the design and maintenance of the County budgeting program.

Responsibilities

Assists with tracking and monitoring all county departmental spending ensuring compliance with policies and procedures; receives and responds to inquiries internally and externally.

Conducts analytical studies, utilizing expertise in financial and budgetary areas and prepares and presents oral or written reports on findings and recommendations for improvements.

Assists with collecting data related to financial impact of new programs, cost savings measures, budget amendments and transfers.

Assists with compiling data for Budget Officer to examine budget estimates and proposals for completeness, accuracy, and conformance for established policies.

Assists departments with information and guidance related to budget procedures, budget issues and alternative solutions and recommendations regarding budget requests and forecasts.

Supports the Capital Improvement Program (CIP) by maintaining records and documents, project forms, and assisting departments with inquiries.

Assists with the preparation of fund analysis and fund summaries of all county funds, and monitors county spending to ensure compliance with on-going policies and procedures.

Reviews, evaluates, and makes budget recommendations annually for the county to consider new or changed positions and funding allocation for all departments.

Researches and evaluates departmental staffing needs, technology requirements, vehicle requests, and patterns of material usage.

Assists with the preparation of the annual payroll projections including assistance of maintaining the payroll budgeting system.

Analyzes and prepares budget amendments including verifying availability of funds, updating and balancing various reports within the Financial Management System for Commissioners Court approval.

Assists with presentations for budget hearings, planning sessions, and workshops.

Assists with the preparation of research projects as it relates to the scope of work, budgets, schedules, questionnaire/survey design, and statistical analysis.

Performs other duties as assigned.

Education and/or Experience

Bachelor's degree in a related field.

One to three (1-3) years of budget or finance experience within a public entity or large organization; OR an equivalent combination of education and experience.

Reports directly to the Hays County Budget Officer.

Licenses and Certifications

Valid Texas driver's license.
