Position: Management Analyst – Performance & Utilization Management (Departmental Promotional Only)

Position Overview

San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Management Analyst – Performance & Utilization Management (Departmental Promotional Only).

This full‑time, permanent Management Analyst will serve as a key member of BHRS’s recently formed Office of Improvement and Innovation (OII) and will work collaboratively with other analysts as part of a division‑wide performance team supporting continuous improvement, regulatory compliance, and operational excellence.

The incumbent will lead and support projects focused on developing robust data dashboards, ensuring client data integrity, strengthening the meaningful use of data for reporting and quality improvement, and building organizational capacity for utilization management, systematically reviewing service use to promote clinical necessity, efficiency, and accountability.

This position plays a crucial role in supporting BHRS’s implementation of Proposition 1 Behavioral Health Services Act (BHSA), including outcome reporting priorities and core mandate requirements associated with behavioral health plans. The Management Analyst collaborates closely with both internal stakeholders and external partners to advance system‑wide performance strategy and foster a culture of data‑driven decision‑making across the division.

Location and Work Arrangements

This position is located in San Mateo, CA and requires travel throughout the County. It is full‑time with a Monday–Friday schedule and a hybrid arrangement that includes a combination of remote and on‑site work. Four on‑site workdays are anticipated.

Ideal Candidate
  • Demonstrated ability to interpret complex quantitative and qualitative data, identify trends, troubleshoot data inconsistencies, and translate findings into actionable insights and recommendations.
  • Proficiency in data dashboard and visualization software (e.g., Power BI, Tableau) and a working knowledge of Excel, databases, and reporting systems.
  • Familiarity with behavioral health service delivery, regulatory and reporting requirements.
  • Attention to detail and passion for improving data quality, accuracy, and reliability to support decision‑making and compliance.
  • Aptitude for evaluating existing workflows, identifying inefficiencies, and recommending or implementing new processes to improve contract management, monitoring and performance outcomes.
  • Demonstrated success working across disciplines and communicating complex concepts in clear, concise communication.
  • Dedication to applying equity principles to data analysis, reporting and program outcomes, and working effectively with people from diverse backgrounds and lived experiences.
  • Ability to prioritize a systems approach that contributes to the development of BHRS as a learning organization.

Examples of Duties Data Analytics, Utilization and System Improvement
  • Conduct advanced quantitative and qualitative analyses to support division‑wide performance strategy, continuous improvement, regulatory compliance, and operational excellence initiatives.
  • Lead or support the design, development, and implementation of BHRS data dashboards to track and visualize key programmatic, clinical, fiscal and utilization outcomes.
  • Analyze client outcome and utilization data to identify trends, potential under‑ or over‑utilization, system‑level drivers, and opportunities for quality and efficiency improvement.
  • Support implementation of Proposition 1 (Behavioral Health Services Act – BHSA) outcome reporting priorities and core mandate requirements by translating regulatory expectations into practical reporting tools and performance metrics.
  • Gather, analyze, and develop utilization metrics and client outcomes reports for audits, state reporting and other regulatory requests.
  • Collaborate with multidisciplinary teams to support care continuity and implement interventions informed by utilization review outcomes.
