Engineering Services Manager

The City of San Pablo is seeking a highly qualified and experienced Engineering Services Manager to lead the Engineering Division within the Public Works Department. Under general direction of the Public Works Director, the Engineering Services Manager plans, organizes, manages, and directs the programs, personnel, projects, and operations of the Engineering Division while serving as the City’s designated City Engineer.

About the position

The ideal candidate is an experienced municipal engineering professional with strong leadership, project management, communication, and organizational skills. The position is responsible for:

  • Overseeing engineering design, development review, construction management, transportation, traffic, and
  • Managing the City’s Capital Improvement Program (CIP).
  • Directing Engineering Division operations and supervising professional and technical staff.
  • Overseeing engineering design, development review, construction management, transportation, traffic, and
  • Managing consultants, contractors, professional services agreements, and construction contracts.
  • Preparing and administering operating and capital budgets.
  • Advising City leadership on engineering, infrastructure, development, and regulatory matters.
  • Reviewing and approving engineering plans, specifications, permits, reports, and technical documents.
  • Ensuring compliance with applicable laws, regulations, codes, permits, and engineering standards.
  • Representing the City before elected officials, commissions, regulatory agencies, developers, contractors, and the public.
  • Serving as Acting Public Works Director as assigned.

Experience and Training

Five (5) years of progressively responsible professional civil engineering experience, including at least two (2) years in a supervisory or management capacity involving municipal engineering, capital improvement programs, public works engineering, development engineering, or a closely related field.

Education

Bachelor’s degree from an accredited college or university in Civil Engineering or a closely related engineering discipline. A Master’s degree is desirable.

License/Certificate
  • California Professional Civil Engineer (PE) registration, maintained throughout employment.
  • Valid California driver’s license or ability to obtain one.
  • Ability to obtain designation as the City’s appointed City Engineer.

Desirable certifications include CCM, PMP, ENV SP, QSD/QSP, or related certifications.

Knowledge Of

Municipal engineering, public works operations, capital improvement programs, engineering design, construction management, development engineering, subdivision regulations, California public contracting and engineering laws, environmental regulations, budgeting, grants, contract administration, personnel management, infrastructure asset management, and project management.

Ability To

Lead and manage an Engineering Division; oversee complex projects and programs; supervise and develop staff; administer budgets and contracts; interpret laws and regulations; analyze complex engineering issues; communicate effectively with technical and non-technical audiences; and build effective relationships with City officials, staff, consultants, contractors, regulatory agencies, and the community.
