Substitute Teacher Registration
This application is for new and reactivating substitutes to register on the county-wide substitute consortium pool for consideration to be hired by Marin county districts as a substitute teacher. Reactivating substitutes typically need to complete requirements 4-6 in the 'Resources' section, complete the Frontline application, upload the required documents to reactivate on the county-wide substitute list, and submit the mandatory employment disclosure.
Upon submitting the Frontline application for the county-wide substitute teacher consortium pool, the applicant agrees for the Marin County Office of Education to share the applicant's information with employing school districts. The requirements and resources are provided below. Incomplete application submissions cannot be processed.
Substituting Expectations
General Education substituting involves implementing lesson plans or current work in an elementary, middle, and/or high school setting in a collaborative teaching environment. Special Education substituting involves providing individualized and small group specialized instruction while serving in a special day class setting to students with mild to moderate support needs or moderate to severe support needs.
Requirements / Qualifications
To register or reactivate on the county-wide substitute list, the requirements on the below list must be met. It's also important to review the supporting materials for each requirement.
- Fingerprint background review (live scan forms) for the Commission on Teacher Credentialing (CTC) and the Marin County Office of Education (MCOE)
- Valid, non-expired California Teaching Credential or California Substitute Permit
- TB Clearance (within the last 60 days of your application)

- Create your Commission on Teacher Credentialing (CTC) account prior to live scanning, or fingerprinting for CTC.
- Print and take the below fingerprinting/live scan form(s) to 1005 Northgate Drive, San Rafael (this is the UPS store).

The Mandatory Employment Disclosure requires each certificated applicant to provide a complete list of previous employment at every school district, county office of education, charter school, state special school and/or private school regardless of the length of service. This includes any part-time and/or substitution work in addition to any full-time employment positions.
Additional Information
It is recommended to have the Credentials Analyst recommend you for your sub permit, as the processing time is within 20 business days. If one submits their own sub permit application on the Commission on Teacher Credentialing's website, the processing time is around 55 business days. Upon submitting an application for the county-wide substitute teacher consortium pool, the applicant agrees for the Marin County Office of Education to share the applicant's information with the employing school districts.
Final Steps
After we receive your completed application and upon review, you, the applicant, will either be recommended for a substitute permit (if applicable), or your application will move forward for processing and to be added to the county-wide substitute list. Once you are officially added to the county-wide substitute teacher consortium list, you will receive a registration confirmation email. At this time, you will need to connect and register with the employing school district(s).
