ABOUT THE DEPARTMENTThe mission of the Department of Finance (DOF) is to instill the public's trust and ensure the financial integrity of the County of Marin by safeguarding the County's funds and promoting the prudent utilization of resources.
The DOF maintains the accounts of County government, the County’s school districts, and many of the special districts within Marin County. The Department of Finance also administers the County’s major financial, budgetary, payroll, fixed asset, tax apportionment and revenue collection systems.
There is currently one (1) Full Time onsite vacancy in the Department of Finance Payroll Division for a Senior Payroll Accounting Technician.
Under the general supervision of the Payroll Manager, the Senior Payroll Accounting Technician performs the most difficult, complex and specialized tasks to process payroll transactions within an integrated ERP system. In addition, the Senior Payroll Accounting Technician provides assistance to County and Special District payroll clerks in processing bi‑weekly payrolls in compliance with Federal, State and County laws.
The ideal candidate has prior experience processing high‑volume payroll in a fast‑paced environment, ideally with labor unions, and is experienced using automated financial systems. He/she demonstrates a sound understanding of payroll and financial policies and governmental payroll procedures, including Federal, State and County regulations.
In addition, the ideal candidate is organized, accurate, and dependable and possesses the ability to communicate to internal and external clients, both orally and in writing; analyze complex payroll issues; set priorities to meet critical deadlines; and work effectively both on a team and independently.
QUALIFICATIONS KNOWLEDGE OF- Methods and procedures used in processing payroll documents and transactions.
- FMLA, Catastrophic Leave, Worker's Compensation, COBRA benefits and enrollment, deferred compensation, and other direct pay benefits related to centralized payroll.
- Federal and State income taxes and other pay related with holdings.
- Practices, methods and procedures used in automated accounting, auditing and financial record keeping and report preparation.
- Principles and practices of auditing and reconciling a variety of financial and accounting documents and records.
- Accounting entries including A/R, A/P, deposits, and journal entries.
- Computer applications related to payroll processing, including ERP system, spreadsheet and database applications.
- Standard office practices and procedures including filing and the operation of standard office equipment.
- Research, interpret, identify, and resolve payroll data, coding, configuration, and systems problems in an integrated ERP environment; use initiative and independent judgment within established procedural guidelines.
- Assist in testing procedures for recommended changes to payroll system.
- Review, verify and process a significant volume of payroll related documents; manage a variety of simultaneous work projects and carry them to completion.
- Identify and correct payroll data errors in an enterprise‑wide personnel/payroll information system.
- Perform difficult technical payroll processing work with minimal supervision.
- Comply with and explain County and departmental rules, regulations, policies and payroll procedures including COBRA, Catastrophic Leave, Retirement, and leaves.
- Interpret and explain personnel and payroll matters.
- Analyze a complex issue and develop and implement an appropriate response.
- Organize own work, set priorities and meet critical deadlines.
- Provide assistance to payroll clerks in the preparation of bi‑weekly payrolls.
