West Marin Municipal Services Manager

The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The office provides leadership on countywide initiatives, coordinates interdepartmental and cross-jurisdictional programs.

Our work includes advancing the Board’s strategic priorities, overseeing the County’s $902 million budget, and leading cross-cutting efforts in housing, climate, equity, economic vitality, state and federal legislative advocacy, emergency preparedness, homelessness, and more.

The West Marin Municipal Services Manager (Principal Administrative Analyst classification) is part of the Office of the County Executive’s newly established Economic Vitality and Municipal Services division. The West Marin Municipal Services Manager serves as a key liaison between the Office of the County Executive, County departments, public agencies, community organizations, and residents to advance strategic priorities and investments, strengthen economic and community vitality, and improve County services throughout unincorporated West Marin.

The West Marin Municipal Services Manager (“Manager”) is part of a four-person team that also includes a Marin City Municipal Services Manager (Principal Administrative Analyst, currently filled), an Administrative Analyst III (currently vacant)- all three positions reporting to a Director of Economic Vitality and Municipal Services. A key part of this role will be connecting the County’s Economic Vitality work with the distinct needs, assets, and opportunities of West Marin.

Economic vitality looks different across Marin’s varying in communities, and in West Marin, it is closely connected to affordable and workforce housing, agricultural lands, small businesses, access to jobs and employment resources, mitigating visitor impacts, and the long-term resilience of rural communities. The Manager will work closely with the Economic Vitality and Municipal Services team to ensure implementation of the County’s Economic Vitality Roadmap is responsive to West Marin’s needs.

The Manager will lead complex projects involving housing, public infrastructure, community investment, agriculture, economic vitality, and other priorities affecting West Marin communities. The position will combine sophisticated research and analysis with cross-departmental coordination to evaluate community needs, assess County programs and investments, develop policy and funding recommendations, and help County leadership make informed decisions about West Marin priorities and the strategic deployment of public resources.

• Coordinating implementation across County departments and partner agencies and briefing the County Executive and Board of Supervisors on significant West Marin issues.
• Conducting complex policy, programmatic, operational, and fiscal analyses and translating findings into practical recommendations.
• Independently preparing Board of Supervisors staff reports, executive briefings, policy recommendations, presentations, and other materials with minimal supervisory oversight.
• Analyzing County spending and investments in West Marin and identifying opportunities to better coordinate and strategically deploy resources.
• Reviewing special district governance, services, budgets, revenues, expenditures, and financial capacity.
• Researching and evaluating local, state, federal, and philanthropic funding opportunities for infrastructure and community priorities.
• Collecting and analyzing data to assess community needs, service delivery, program effectiveness, and potential policy alternatives.

This is a highly collaborative and analytical position requiring the ability to move between community engagement, public policy, financial and technical analysis, report writing and presentation, and implementation. The Manager will be expected to develop a deep understanding and connection to the West Marin’s communities and needs and translate that understanding into actionable County strategies and investments.
