Position: Supervising Public Health Nurse (Family Health Programs)

Overview

Marin County Department of Health and Human Services seeks two full‑time Supervising Public Health Nurse (Supervising PHN) positions to lead key programs serving children, youth, and families. The role provides clinical and administrative leadership to multidisciplinary teams delivering community‑based public health services, ensuring compliance, quality, and culturally responsive care.

Responsibilities
  • Provide clinical and administrative leadership for community‑based public health programs.
  • Develop, implement, and evaluate program infrastructure, strengthen community partnerships, and maintain staffing capacity.
  • Oversee daily program operations, supervise, coach, and manage performance of staff.
  • Ensure compliance with state and federal regulations and promote high‑quality, culturally responsive, client‑centered care.
  • Advise internal partners and external stakeholders—including Medi‑Cal Managed Care Plans, Federally Qualified Health Centers, and community‑based organizations—to coordinate effective service delivery.
  • Champion continuous quality improvement initiatives and support staff through program and system changes.
  • Maintain official program records, reports, and budgets.
  • Participate in program planning, grant and proposal preparation, and funding/fiscal management.
Position 1 Specifics
  • Position 1: Oversees California Children’s Services (CCS), Health Care Program for Children Foster Care (HCPCFC), and CalAIM/Juvenile Justice initiatives, serving low‑income children with complex medical conditions and youth involved in foster care and juvenile justice systems. Supervises approximately 5–8 staff, including Senior PHNs, support service workers, and leads CalAIM initiatives for children and youth.
Position 2 Specifics
  • Position 2: Oversees Childhood Lead Poisoning Prevention Program (CLPPP) and HFM Home Visiting Program, serving pregnant individuals, new mothers, and young families. Supervises approximately 3–5 staff, including Support Workers, and leads key initiatives such as CLPPP and Healthy Families Marin Home Visiting.
Qualifications
  • Knowledge of work supervision principles, personnel supervision, public health program planning, nursing practices, nursing regulations, and public health nursing methods.
  • Strong understanding of grant and proposal preparation, funding and fiscal management, and service delivery systems.
  • Familiarity with medical terminology, equipment, safety, infection control, and environmental, sociological, and psychological public health issues.
  • Experience with community medical and social agencies and resources, and knowledge of child and elder abuse, neglect, and domestic violence reporting laws.
Abilities
  • Plan, assign, direct, review, and evaluate the work of others.
  • Collaborate with a broad range of public and private organizations and individuals.
  • Develop and evaluate nursing and administrative procedures and standards.
  • Exercise sound independent judgment within scope of authority and practice.
  • Prepare and monitor a budget.
  • Prepare and maintain organized, detailed, and accurate records and reports.
  • Collaborate with health‑care team members on an ongoing basis.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Minimum Qualifications

Equivalent to three years of public health nursing experience and one year of lead or supervisory experience.

Certificates and Licenses
  • Valid Registered Nurse license and Public Health Nurse certification issued by the California Board of Registered Nursing.
  • Current CPR certificate.
