ABOUT THE POSITIONThe Homelessness & Coordinated Care Division (HCC) is seeking a Senior Program Coordinator to lead the County’s efforts to address unsheltered homelessness and support coordinated encampment response. This role provides program leadership, oversees key initiatives, and partners with local jurisdictions and service providers to advance housing‑focused solutions.
Working with a high degree of independence, the Senior Program Coordinator manages operations, supports program improvements, and ensures strong alignment across multiple service systems.
Key responsibilities include:
- Leading unsheltered homelessness and encampment response efforts.
- Overseeing contracted outreach services for unsheltered homelessness and encampment response.
- Managing grants, contracts, budgets, and reporting requirements.
- Coordinating cross‑agency responses and community partnerships.
- Using data to assess needs, monitor performance, and improve outcomes.
This position offers the opportunity to make a meaningful impact on the lives of people experiencing homelessness and to help shape countywide strategies within a collaborative, mission‑driven team. The HCC Division is one of five divisions within the Health and Human Services (HHS) Department at the County of Marin.
HYBRID SCHEDULEThe Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, or disaster service work upon short notice as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUTYOU
The highly qualified candidate is an experienced program leader who brings strong strategic thinking, operational management skills, and a commitment to equity and housing‑focused solutions. They are comfortable coordinating complex initiatives across multiple partners, navigating fast‑paced environments, and managing shifting priorities. The highly qualified candidate demonstrates:
- Knowledge of homelessness response systems, Housing First principles, and best practices for addressing unsheltered homelessness.
- Experience coordinating multidisciplinary teams and community partnerships.
- Experience overseeing contracts, grants, and program budgets.
- Strong analytical skills and the ability to interpret data, evaluate outcomes and identify actionable solutions.
- Excellent facilitation, communication, and relationship‑building skills.
- Ability to manage competing priorities while being detail oriented and maintaining a clear focus on housing outcomes and equitable service delivery.
- A commitment to collaboration, innovation, and continuous improvement.
Experience in one or more of the following areas is highly desirable, though not required:
- Unsheltered homelessness response.
- Encampment assessment and resolution.
- Street outreach services.
- Coordinated Entry or housing navigation.
- Local government or public‑sector program administration.
- Grant administration and contract management.
Knowledge of:
- Principles and practices of administering and evaluating programs.
