Department Overview
Gas Engineering is focused on ensuring the safe and reliable flow of natural gas to our customers. As a part of Gas Engineering, Gas Transmission Engineering is responsible for all aspects of PG&E's gas transmission asset family, including integrity management, pipeline services, threat identification and assessment scoping, process safety, and project engineering and design. The Gas Transmission Engineering and Design group (GTED), part of the Gas Transmission Engineering organization, is focused on providing the technical direction and design of gas transmission pipeline projects and supporting the execution of the work in the field.
The group also provides technical review and approval of project documentation post construction to ensure company records are updated accurately and reflect the scope of work performed. The Design and Drafting group within GTED is responsible for updating record drawings of facilities based on the as-found or as-built condition at the conclusion of the work.
- Act as single point of contact and liaison to the As-Built Process Owner and Manager
- Successfully steward/manage the as-built program within GTE&D through the following tasks:
- Manage the custody of as-builts as required
- Timely track the flow of as-builts up and downstream of GTE&D, including Engineering Service Providers, contractors, etc. Tracking can be through Unifier or other pertinent mediums
- Work with all stakeholders regarding kickbacks, escalations, outstanding reviews and/or quality issues
- Develop reports, attend and facilitate reporting on GTE&D as-built program at the T2 and T3 meetings
- Provide trending on kickbacks and general cycle times
- Create and maintain reports, dashboards and metrics as required
- Provide timely input to the master as-built tracker for GTE&D
- Assist in order closeout where required
- Ensure timely SAP updates for GTE&D
- Develop and steward process improvement initiatives as identified for all relevant scopes of the as-built program in GTE&D
- Maintain regular check-ins with key stakeholders
- Maintain physical presence in the office (minimum 2 days per week) and manage physical packages as required
- Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams.
- May design and develop new programs under a larger umbrella of goals and initiatives.
- Manages programs that are cross departmental, complex, and have a significant impact on the line of business. Leads development of plans to achieve program goals.
- Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. May support divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentations to leaders regarding the program progress toward goals.
- Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.
- Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges.
- Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
- Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce costs.
- May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
- Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support.
- May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control.
- Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program.
