Streets Maintenance Supervisor

The Street Maintenance Supervisor oversees the maintenance, repair, and construction operations of the City Street Department, including paving, sealing, sweeping, snow and ice removal, and storm drain management. This role is responsible for all aspects of safety, including training, implementation, and compliance with safety standards. The Street Maintenance Supervisor directly supervises Equipment Operators.

The position requires a thorough understanding of the methods and objectives involved in maintaining, repairing, and constructing streets and storm drains. Additionally, it demands comprehensive knowledge of vehicle and equipment maintenance and repair. Strong interpersonal skills are essential, as the role involves maintaining collaborative and cooperative working relationships with elected and appointed officials, other City employees, external organizations, contractors, and the general public.

The primary duties are performed in a shop environment and outdoors, often involving the operation of or proximity to heavy and light equipment. This exposes the Street Maintenance Supervisor to adverse weather conditions, loud or noisy environments, and potential hazards. The work environment includes an office, shop, and outdoor settings where the noise level is generally moderate but may elevate due to equipment operation.

The role frequently involves exposure to moving vehicles, heavy equipment, and traffic hazards in varied weather conditions.

The Street Maintenance Supervisor is an on-call position, responsible for responding to emergency situations. This role operates under the direct supervision of the Public Works Director, although considerable latitude is given for independent judgment.

• Oversees the maintenance, repair, and construction operations of the City Street Department, including but not limited to paving, sealing, sweeping, snow and ice removal, and the management of storm drain systems.
• Assists crews on-site by operating equipment when necessary.
• Establishes priorities, makes daily work assignments, allocates resources, and supervises crews to ensure task completion.
• Prepares work schedules and coordinates activities of reporting staff to ensure necessary supplies, equipment, and personnel are available.
• Supervises, trains, schedules, assigns duties, evaluates, and disciplines (in cooperation with Human Resources) full-time employees. Responsible for hiring, training, scheduling, assigning duties, and disciplining (in cooperation with Human Resources) part-time and seasonal employees. Assists in the selection of permanent and temporary employees.
• Completes employee evaluations for finalization by the Public Works Director and makes recommendations regarding commendations or discipline.
• Ensures compliance with safety protocols by supervising training and enforcing safety standards in practice.
• Schedules general maintenance and repairs of vehicles and equipment.
• Participates in short- and long-term planning for street improvements and maintenance, including developing budget recommendations and ensuring departmental spending aligns with the approved budget.
• Research methods and materials, recommends operational procedures, and develops contract specifications and details for road materials, construction or services, and equipment.
• Monitors and reviews street construction and repair work for completion and quality.
• Responsible for inspections within the right-of-way, including encroachments for sidewalks, driveways, fences, curb ramps, and road cuts.
• Reads and interprets construction drawings, job orders, and job specifications.
• Manages purchasing and related contracts for the department and advises the Public Works Director on present and future regulatory requirements, operational procedures, and department needs.
• Responds to public comments, requests, and complaints; investigates issues and ensures resolution. Collaborates with Central Services Department to address insurance or claims.
• Provides timely updates and reports to the Public Works Director regarding street operations, emergencies, and the overall condition of the City’s streets and drainage systems.
