About the Role
Provide day-to-day management and training to the Division of Code Enforcement. To guide implementation of code enforcement, zoning and nuisance initiatives and ensure residential and dwelling unit compliance with all applicable housing, zoning and nuisance codes. Manage implementation and inspection of the rental and transient rental registration programs.
Core Competencies Leadership and SupervisionAbility to provide effective day-to-day management and training to code enforcement personnel. Includes assigning and reviewing work, overseeing enforcement activities, and ensuring compliance with local, state, and county laws and regulations.
Program ManagementProficiency in managing code enforcement initiatives, rental registration and transient rental inspection programs. Includes overseeing program implementation, tracking registrations and inspections, and developing plans to address non-compliant properties.
Communication and Interpersonal SkillsStrong communication skills to interpret and explain codified ordinances, requirements of housing, nuisance, and zoning codes to property owners, contractors, and other stakeholders. Ability to address citizen complaints, answer inquiries, and conduct meetings effectively.
Strategic Planning and Decision MakingContinuously evaluate policies and best practices to ensure the stabilization of the residential housing stock within the city. Recommend changes to city ordinances to reflect alignment with the cities strategic plan. Ensure customer service standards are upheld.
Budget ManagementExperience in working with supervisors and finance departments to set annual division budgets and monitor expenditures. Includes maintaining records and accounts of transactions, revenues, and other divisional activities
- Assigns and reviews work of Code Compliance and Nuisance Control Officers and other assigned personnel including but not limited to the Code Enforcement Assistant and seasonal employees.
- Oversee the enforcement of applicable local, state and county laws and regulations pertaining to nuisance, housing and zoning issues.
- Oversee the vacant property registration and bonding programs.
- Oversee implementation of rental and transient rental registration and inspection programs including tracking registration, developing plans to uncover unregistered rentals or address non-compliant property owners and operators.
- Set and track rental registration inspection schedule to ensure property inspections minimally once every three (3) years.
- Trains staff interprets and explains codified ordinances to personnel.
- In partnership with the Planning, Building and Engineering Departments, assist with residential demolitions.
- Assist in resolution of citizen’s complaints.
- May prepare court documents and provides expert testimonial in Court.
- Oversees the enforcement of the City of Sandusky Environmental Health and Housing and Zoning Code along with other applicable and adopted codes pertinent to the position.
- Maintains time and production records.
- May prepare forms and letters advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
- Explains requirements of housing, nuisance and zoning code to property owners, building contractors and other interested parties.
- Present, communicate, prepare, and assist in the assembly of all documents, power point presentations and other materials for agenda items for appealed housing violation cases to be presented to the Housing Appeals Board.
- Interprets departmental policies to workers and enforces safety regulations.
- Analyzes and resolves work problems or assists workers in solving work problems.
- Answers letters, complaints and addresses meetings of citizens and other interested parties to explain activities of the Division.
- Reviews personnels workload, schedules, assignments, status of on-going work, projects and available personnel for work assignment in order to plan unit activities.
