Job Description
The Finance Director monitors, directs, and implements the financial activities of the Housing Authority. The role ensures maximum utilization of program funds through effective budgetary controls and financial analysis. Responsibilities include maintaining financial records, preparing internal reports, reviewing and approving general ledger entries, managing investment of agency funds, and preparing the Authority’s affordable housing, operating budgets, Housing Choice Voucher Program, and other miscellaneous programs.
The Finance Director reports directly to the Chief Operations Officer (COO) on all budget‑related matters, including cost‑benefit analysis, forecasting and securing new funding, while observing confidentiality and exercising tact with federal and local officials, auditors, and departmental personnel.
The position supervises finance/accounting staff and administrative employees and operates with a high degree of independence in day‑to‑day operations.
Duties and Responsibilities
Assist in performing all tasks necessary to achieve the organization’s mission and execute staff succession and growth plans.Work with the COO and other management staff to develop the annual operating budget and provide cost‑analysis support, ensuring compliance with all contractual and programmatic requirements.Interpret legislative and programmatic rules and regulations for compliance with federal, state, local, and contractual guidelines; disseminate requirements and monitor compliance.Maintain professional relations with staff, residents, other organizations, and the community.Supervise all financial activities; maintain an efficient management control and reporting system to reflect total performance cost and provide periodic reports for the board and HUD.Oversee the payroll system, including withholding, tax payments, charge of pay and benefits to the appropriate budget, and all required reporting.Analyze operating budgets to ensure compliance, oversee budget amendments, make ledger adjustments, estimate available funds, and monitor accounting systems for federal compliance.Manage financial aspects of development activities, including meetings, document reviews, tracking sources and uses, securing insurance, preparing 10% LIHTC test, and coordinating monthly financial reports to investors.Establish and perform internal audits related to income sources for all programs, reviewing contract/vendor payments, tenant accounts receivable, and Housing Choice Voucher payments.Ensure overall budgets reflect sound fiscal management and that all costs are allocated per federal policies.Install adequate controls, approve substantiating documentation, and ensure all purchases pass independent audits.Review federal regulations regularly and advise the COO/CEO of necessary policy changes.Supervise the maintenance of required computerized accounting systems (A/P, TAR, Payroll, General Ledger, etc.) for all programs.Maintain accurate monthly and yearly financial close, including necessary reviews, accruals, and analysis.Prepare year‑end reports, HUD Financial Data Schedule submission, and make recommendations.Authorize investment of idle funds, prepare periodic investment reports, and maintain adequate returns while ensuring safety and liquidity.Requisition all funds after full analysis of cash needs.Oversee all required financial reports for all programs and affiliated nonprofits.Evaluate overall financial progress of affiliated nonprofits, recommending improvements as needed.Act as liaison with external auditors, provide documentation, and prepare action plans for audit findings.Prepare timely tax reporting for related entities and non‑profits.Ensure timely renewal of all insurance coverage, charging premiums appropriately.Oversee fixed‑asset inventory, ensuring federal compliance.Supervise, train, assign, and assist Finance Department staff; ensure compliance with policies, US GAAP/GASB, and Housing Authority procedures.Meet with and report regularly to the COO on assigned responsibilities.Attend monthly Board of Commissioners meetings to report financial status.Maintain punctual attendance and…
