Position: Federal Engineering Manager (Electrical Engineer)

Federal Engineering Manager (EM) Overview

As part of HDR’s Power sector, the Federal Engineering Manager will lead the technical execution of engineering projects, ensuring reliable, resilient, and sustainable power systems that meet client and regulatory requirements.

Responsibilities
  • Develop a partnership with the Project Manager (PM) responsible for scope, schedule, budget, and client management, while the EM leads the technical team and project deliverables.
  • Develop and implement the project execution plan for the technical aspect.
  • Assign tasks and provide technical guidance to project team members.
  • Support scope, schedule, and budget aspects, including proposal development, work‑breakdown structure, progress assessment, risk assessment/mitigation, change management, and schedule management.
  • Work independently, mentor, and train one or more Project Engineers, EITs, or CAD/Designers.
  • Coordinate and/or perform quality checks and reviews for all deliverables per HDR Quality Management Systems (QMS) requirements.
  • Lead multiple projects concurrently across different locations.
  • Collaborate with senior engineers and technical leaders to identify and develop technical expertise; attend relevant training and seminars.
  • Assist in developing technical papers and/or presentations for industry conferences or events.
  • Review projects with PM and Project Controller as needed.
  • Perform other duties as required.
Preferred Qualifications
  • Bachelor’s degree in electrical engineering.
  • Master’s degree in engineering.
  • Professional Engineer (PE) license or ability to obtain reciprocity upon hire.
  • Strong on‑site presence (4‑5 days per week).
  • Interest in technical and industry groups such as IEEE, NAPE, EPRI, etc.
  • Prior experience with an engineering consulting firm.
  • U.S. citizenship required by client contract.
  • Initiative and flexibility to embrace change to achieve project goals.
  • Team‑oriented communication, organizational, and problem‑solving skills.
  • Experience with DoD Unified Facilities Criteria (UFC).
  • Advanced knowledge of low‑ and high‑voltage electrical systems, including layouts and protection coordination (relays, breakers, protective device coordination studies).
  • Ability to interpret IEEE, NFPA 70 (NEC), and NESC standards for Navy/DoD installations.
  • Knowledge of cybersecurity requirements for electrical infrastructure.
Required Qualifications
  • Bachelor's degree in Electrical Engineering or Architectural Engineering with an Electrical emphasis.
  • At least 10 years of experience in electrical design of buildings (lighting, power, systems).
  • Professional engineering license recognized by the licensing board for the location (e.g., PE or P.Eng).
  • Extensive knowledge of building electrical power, lighting, signal design, life safety systems, and building management systems.
  • Strong computer skills with Microsoft Office, AutoCAD, and electrical design software.
  • Commitment to active participation in HDR’s employee‑owned culture.
