Alternate Program Manager/Quality Control Manager - (8909)

Cape Fox subsidiary, Cape Fox Federal Integrators (CFFI) is seeking a highly organized and motivated Alternative Program Manager/Quality Control Manager to join our team in support of a federal government client. This individual will be responsible for the full spectrum of program management, including contract execution, personnel management, quality assurance, and financial oversight to ensure mission success. This position is contingent upon award.

The salary range for this exempt position is: $120,000 - $135,000. The above salary range represents the company’s good faith and reasonable estimate of the range of possible compensation at the time of posting. In addition, we offer a variety of benefits, including company holidays, paid time off, health insurance, dental insurance, vision insurance, life and disability insurance, tuition reimbursement, as well as a 401K with company match.

Duties
  • Plan, initiate, and manage information technology (IT) projects
  • Lead and guide the work of technical staff
  • Serve as liaison between business and technical aspects of projects
  • Plan project stages and assess business implications for each stage
  • Monitor progress to ensure deadlines, standards, and cost targets are met
  • Develop and execute software test plans to identify software problems and their causes
  • Develop, implement, and maintain the Quality Control Plan (QCP) to ensure contract performance meets or exceeds all Government-defined standards and metrics
  • Support the Program Manager in all aspects of contract execution, including planning, scheduling, performance monitoring, and reporting for the contract
  • Assume full Program Manager duties and authority during the PM's absence, ensuring seamless continuity of operations and uninterrupted service delivery to the Government customer
  • Manage day-to-day operations of the IT support services team, including task prioritization, workflow coordination, and quality assurance across all functional areas
  • Oversee resource management activities, including personnel scheduling, workload balancing, and coordination of technical staff assignments to meet contract deliverable timelines
  • Serve as a primary point of contact for Government technical representatives and Contracting Officer's Representatives (COR) in the PM's absence
  • Assist in the preparation and submission of contract deliverables, status reports, and performance metrics in accordance with contract requirements
  • Support staffing actions, including onboarding of new personnel, coordination of security clearance processing, and management of labor category transitions
  • Monitor contract financial performance, track expenditures against budget allocations, and provide early identification of potential cost or schedule variances to the Program Manager
  • Assist in the identification and mitigation of program risks, maintaining the program risk register, and ensuring the timely implementation of corrective actions
  • Facilitate communication between technical staff, management, and the Government customer to ensure alignment of priorities and expectations
  • Support continuous process improvement initiatives and contribute to the development of standard operating procedures for IT service delivery
  • Develop, implement, and maintain the contract Quality Control Plan (QCP) in accordance with contract requirements and industry best practices
  • Monitor contractor performance against all PWS requirements, service level agreements (SLAs), and key performance indicators (KPIs) to ensure compliance and quality of deliverables
  • Conduct scheduled and unscheduled quality audits, inspections, and surveillance activities across all functional areas of the ITSS contract
  • Document findings from quality audits and develop corrective action plans (CAPs) to address deficiencies, non-conformances, and areas for improvement
  • Track corrective actions through resolution and validate the effectiveness of implemented solutions
