Position: Inspector (Utilities Engineering)

Overview

Technical work in the inspection of utility construction and conducting inspections to enforce County regulations.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Additional compensation based on licensure.

Responsibilities
  • Conducts daily inspections to evaluate contractor performance on all phases of construction and/or maintenance contracts for quality and acceptance.
  • Coordinates and approves sampling and testing performed by consultants or contractors.
  • Maintains County owned testing, locating and sampling equipment.
  • Prepares written weekly reports as to progress and workmanship of projects.
  • Prepares final reports including explanation of overruns and underruns upon completion of contract.
  • Coordinates the work of all utility companies and subcontractors on the project.
  • Plans, organizes, and coordinates work to be performed by contractors.
  • Establishes and maintains up-to-date records of project activities, schedules, and expenditure.
  • Insures compliance of contracts per all applicable laws, specifications, and standards.
  • Provides consistent follow up to customer inquiries to ensure satisfaction and proper resolution to service requests.
  • Represents County in meetings with various organizations and contractors.
  • Attends pre-construction meetings to ensure compliance with contract specifications.
  • Serves as a liaison for the county with other governmental agencies, HOA and individual citizens.
  • Conducts field inspections for and administration, and management of assigned projects during the construction of subdivisions, county right of way improvements, and commercial sites.
  • Conducts scheduled weekly inspections in accordance with Seminole County Utilities Engineering Manual in conjunction with Florida Department of Environmental Protection.
  • Performs field inspections of utility infrastructure to include but not limited to pipelines for potable water, wastewater and reclaimed water, wastewater pump stations, service connections, main taps, valve installation, restraint installation.
  • Ensures that all work is in conformity with approved plans and specification documents.
  • Checks materials and reviews test reports submitted by an approved laboratory as job progresses.
  • Collects GPS Data to assist with updating the County GIS system related to newly installed infrastructure installed by private development prior to acceptance by the County.
  • Additional Duties
    :
    Performs other duties as may be assigned or as may be necessary.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Qualifications
  • High School Diploma or GED and three (3) years progressively responsible para-professional engineering field work involving utility construction.
  • Must possess and maintain a valid Florida Driver's License.
  • Must obtain a minimum of a C Distribution and Collection License or C Operator License;
    Water and Sewer.
  • A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Considerable knowledge of the methods, materials, practices and techniques involved in the construction of water distribution and sewer collection systems and other types of utilities.
  • Ability to establish and maintain effective working relationships with contractors, property owners and the general public.
  • Ability to maintain accurate inspection records and make accurate, concise reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to use GIS equipment to locate new and existing utilities.
  • Ability to read and interpret engineering plans and specifications.
  • Ability to make minor engineering computations.
  • Skilled in the use of microcomputers with general knowledge of database management, document preparation and general information management.
  • Required to maintain a valid Florida Driver's License.
