Under the general direction of the Engineering Manager of the Department of Public Works and Utilities or the Manager's designee, this position is responsible for supporting the planning, coordination, and execution of capital improvement projects for Public Works and Utilities. Responsibilities include contributing to engineering design work, reviewing plans and permits, assisting with regulatory compliance efforts, and providing technical expertise for both in-house and consultant-led projects related to municipal infrastructure and utilities.
This position involves professional engineering work in both office and field settings and supports the development of scopes, budgets, and technical documentation for water, wastewater, and reclaimed water capital projects.
Participates in the identification and development of scope and budgets for capital improvement projects; contributes to long-term planning efforts.
Assists in reviewing and analyzing engineering studies and designs prepared by consultants; prepares technical reports and recommendations.
Performs professional engineering work in both office and field settings in connection with the preparation of plans for municipal projects, including roadway construction, subdivision improvements, and water/wastewater/reclaimed water systems and facilities.
Prepares design plans, technical specifications, and cost estimates for in-house engineering projects; may serve as Engineer of Record when appropriate.
Provides project support for City facility and utility projects, including preparing work authorizations, tracking deliverables, maintaining project documentation, and reviewing contractor submittals and invoices.
Assists in monitoring new and existing regulatory rule making related to municipal engineering and water/wastewater utilities; helps develop procedures and documentation to ensure compliance.
Supports plan and permit review processes for private and public development projects within the City to ensure compliance with applicable standards and regulations.
Prepares operating permit applications for submittal to various agencies for municipal, engineering, and utility operations; completes and/or reviews reports for submittal to regulatory agencies and responds to regulatory requests for information.
Participates in grant application programs and directs administration of the permitting process and related regulations through the Department of Environmental Protection, St. John's River Water Management District, and other related agencies pertaining to engineering and public utilities.
Ensures that legally required recordkeeping and monitoring is accomplished for assigned projects. Represents the department in meetings and activities involving City committees and boards, citizens, county, state and federal governmental agencies, and employees from other departments.
Represents the City by working with other agencies on area-wide projects such as regional water quality issues, and acts as the City's representative at county, state and national organizations. Responds to citizen questions or complaints; ensures systems are put in place to reduce future issues.
ADDITIONAL POSITION FUNCTIONS
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
Bachelor's Degree in Civil Engineering, Environmental Engineering or a related field; supplemented by four (4) years of increasingly responsible professional civil engineering experience in a lead, supervisory, or project responsibility capacity, particularly in the principles, standard methods, and practices of municipal engineering, operation and maintenance of water supply systems, wastewater collection, transmission, and treatment/reuse/disposal systems. Must be proficient with the Microsoft Office Suite.
Must possess a Florida Professional Engineer License or be eligible to obtain a Florida Professional Engineering License by endorsement within (6) months of the date of hire.
Must posses a current and valid Florida Driver's License by the date of hire.
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.
PREFERRED QUALIFICATIONS
Experience with AutoCAD and ArcGIS. Proficiency in interpreting complex data to make an informed decision.
Skill in performing complex mathematical computations and tabulations accurately and efficiently; business mathematics, including accounting, purchasing and finance functions.
Thorough knowledge of pre-established local, State, and Federal policies, procedures and regulatory requirements applicable to the work.
