Reporting to the Deputy CIO, this position is responsible for managing the Information Services GIS team and the delivery of GIS services to Seminole County. This position collaborates with the Solutions Delivery team, the Development team, and the Enterprise Administration team to ensure GIS Services are delivered accurately and professionally countywide. This position has a deep understanding of GIS and provides strategic direction and vision to County departments and County partners.
Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.
Additional compensation based on licensure.
Provides GIS guidance and support to the enterprise and County partners; demonstrates ownership of GIS-related opportunities and challenges; and leads the transition of GIS applications to next-generation environments and/or cross-functional systems.
Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems. Identifies client organization’s strengths and weaknesses and suggested areas of improvement.
Leads, coordinates, and manages GIS implementations; participates in the design of new GIS analysis methodologies, applications, and strategies; and establishes and implements policies, procedures, objectives, and technologies.
Supervises and mentors staff, including assigning tasks, providing appropriate training, reviewing employees’ work processes and products, counseling employees, reviewing timesheets, giving performance evaluations, and recommending disciplinary action; and participates in the interviewing and hiring process for new employees and promotional positions.
Coordinates GIS workflow, including receiving requests from user departments, prioritizing them and coordinating projects between departments and GIS staff to ensure completion of assignments.
Coordinates or interacts with decision makers, system owners, and end users to define business and systems goals. Recommends efficient business and operational systems and technological solutions in support of core organizational functions, business processes and policies.
Engages and builds relationships with partners, including external government agencies in developing and implementing policies for sharing and producing data. Represents the County in the development of interlocal agreements with partner agencies and manages the collaboration of the same via the GIS user group meetings.
Coordinates with Information Technology staff to ensure systems are configured optimally and are properly backed up.
Design and maintain enterprise-scale spatial and relational databases to meet organizational needs and ensure efficient distribution of databases to users in multiple offices either through remote access to a central server or distributed across multiple servers.
Administers central repository of mapping data to ensure organization and maintenance of data structure and the least disruption in application availability.
Builds practical geospatial solutions and workflows to support land development policies, utilities, engineering, and emergency response.
Demonstrates excellent communicate skills, both orally and in writing as well as analyzes and prepares technical reports and analysis documents.
Ensures compliance with the overall objectives of the County’s strategic plan and ensures that target dates, goals, and objectives are achieved.
Prepares budgetary requests and monitors the allocated budget for the team.
Prepares status reports in a timely manner, makes presentations, and/or coordinates demonstrations of the County’s programming applications as necessary.
Bachelor of Science Degree and five (5) years’ experience in cartography or mapping, computer assisted design, geographic information systems, and/or computer database analysis required. Additionally, at least five (3-5) years’ experience managing a technical team.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
