Position Summary
The State of Maine Office of Information Technology is hiring a Systems Team Leader to supervise a portion of the MaineIT team supporting the Department of Education Information systems. This role provides servant leadership to ensure multiple concurrent initiatives are delivered on time while providing operational and production support. Grade 29 / Supervisory Job Class Code 0868. Salary: $76,079.20 - $ annually (includes a 14.66% recruitment and retention stipend).

- Functional supervisor for technical members of an Application Development team.
- Ensure tasks are assigned, completed on time and of appropriate quality.
- Ensure adherence to MaineIT policies and organizational Working Agreements.
- Analyze, identify and implement workflow improvement opportunities.
- Liaise across teams via effective conflict and impediment resolution.
- Coordinate team assignments and ensure equitable distribution of work efforts.
- Resolve and prevent operational support issues through proactive actions.
- Advance adoption and utilization of Use Case documentation.
- Advance automation and usage of SDLC operational metrics reporting.
- Champion and expand utilization of Application Deployment Certification processes.
- Strong oral and written communication skills appropriate to business users, senior staff, project managers and IT support management.
- Highly organized self‑starter capable of using professional judgement, prioritizing responsiveness and applying critical thinking for problem resolution.
- Experience in Agile development methodologies and practices (Scrum and Kanban).
- Knowledge of phased‑based and iterative software development life cycles and overall project management life cycle.
- Ability to manage and coordinate small projects with multiple stakeholders.
- Practical experience with test planning, execution and acceptance criteria.
- Facilitate meetings with business users and managers.
- Provide oversight for staff assigned to projects and tasks.
- Coach and foster an environment of continuous learning with IT staff.
- Desire and commitment to a high level of customer support and to establishing and maintaining positive relationships.
- Must accomplish tasks in a timely manner with limited supervision.
- Seven (7) years of progressively responsible experience in application system analysis and programming, including a minimum of one (1) year in a working supervisor role; OR
- Bachelor’s Degree and 3 years of progressively responsible experience in application system analysis, including a minimum of one (1) year in a working supervisor role; OR
- Master’s Degree and 1 year of progressively responsible experience in application systems analysis in a working supervisor role.
