Director of Compliance & Risk Management

York County Community Action Corporation (YCCAC) is seeking an experienced and collaborative Director of Compliance & Risk Management to provide strategic leadership for the organization's agency-wide compliance and risk management program. This is a key leadership position that works closely with executive leadership, Department Directors, and the Board of Directors to ensure compliance with federal, state, and local regulations while strengthening organizational systems that promote accountability, transparency, continuous improvement, and operational excellence.

The Director serves as YCCAC's Compliance Officer and reports directly to the Chief Executive Officer, with independent reporting responsibilities to the Board Compliance and Personnel Committee.

Position Summary

The Director of Compliance & Risk Management leads and coordinates agency-wide compliance and risk management efforts across all programs and departments. This position serves as a strategic partner to leadership by helping departments understand and implement regulatory requirements, strengthen internal controls, prepare for audits and monitoring visits, identify and mitigate organizational risks, and foster a culture of ethical practice and continuous improvement.

While Department Directors remain responsible for compliance within their own programs, the Director provides agency-wide leadership, guidance, tools, technical assistance, and oversight to ensure consistency and effectiveness across the organization.

Key Responsibilities:
  • Lead and coordinate agency-wide compliance and risk management initiatives.
  • Partner with executive leadership and Department Directors to strengthen compliance systems and organizational performance.
  • Support departments in responding to compliance findings, developing corrective action plans, and monitoring progress.
Compliance Management
  • Interpret and communicate complex federal, state, local, and funder requirements into practical operational guidance.
  • Monitor regulatory changes and assist departments with implementation.
  • Coordinate organizational compliance activities, including policy reviews, conflict-of-interest disclosures, and complaint management systems.
  • Support preparation for audits, monitoring visits, and site reviews.
  • Develop and maintain agency-wide compliance tracking systems, dashboards, calendars, and reporting tools.
  • Conduct organizational and departmental risk assessments and support mitigation planning.
  • Coordinate incident reviews, root cause analyses, and corrective action activities as needed.
Training & Organizational Development
  • Coordinate required compliance training and certification tracking.
  • Facilitate internal readiness reviews and mock monitoring activities.
  • Develop practical compliance resources, including templates, guidance documents, checklists, and training materials.
Governance
  • Serve as the agency's Compliance Officer.
  • Provide regular reports to the Board Compliance and Personnel Committee.
  • Attend Board meetings and present compliance and risk management updates as needed.
Qualifications

The successful candidate will possess:

  • An advanced degree in a relevant field or equivalent experience in compliance, healthcare compliance, risk management, grant administration, or a related discipline. Juris Doctor (JD) strongly preferred.
  • Experience in compliance, risk management, program oversight, or related leadership roles within healthcare, nonprofit, human services, community action, or public sector organizations.
  • Experience preparing for and supporting audits, monitoring visits, and regulatory reviews.
  • Knowledge of federal and state regulations, grant compliance, and funding requirements, including experience with programs such as Uniform Guidance, HIPAA, HRSA, CSBG, Head Start, or similar regulatory environments.
  • Strong analytical, organizational, and project management skills with the ability to manage multiple priorities.
  • Must not have an active exclusion on the federal System for Award Management (SAM).
