The City of Sanford, North Carolina is seeking qualified applicants for the position of Planner within the Long-Range Planning Section of the Planning and Community Department. The Planning and Community Department is a consolidated multi-jurisdictional public agency serving the City of Sanford, Town of Broadway, and Lee County. The position will work primarily under the supervision of the Senior Planner in the Long-Range Planning Section.

Responsibilities include staffing for the City of Sanford Historic Preservation Commission, handling Annexation petitions for the City of Sanford and Town of Broadway, and administering functions of the Long-Range Section for all three jurisdictions.

Historic Preservation - The City’s Historic Preservation program is administered by the Historic Preservation Commission (HPC) covering two locally zoned historic districts and 5 National Register Districts within the City of Sanford.

  • Responsible for preparing the HPC agendas, technical staff reports, and giving public presentations for major Certificate of Appropriateness (COA) applications
  • Read and interpret construction plans such as site plans and architectural plans through processing of COA applications and reviewing planning/building permits for compliance with the HPC approval and/or associated design regulations.
  • Respond to public inquiries regarding compliance with historic preservation regulations, available incentives, and provide technical references for historic building rehabilitations.

Annexation - This position performs professional planning work in the planning, coordination and implementation of the annexation program for the City of Sanford and Town of Broadway.

  • Working with the City/Town attorneys and Tri River Water staff, prepare, evaluate and implement City/Town policies and strategies that promote annexation on a systematic basis
  • Prepare a variety of studies, reports and related information regarding the impact of annexation proposals on city/town services, costs, and other factors for decision-making purposes
  • Prepare the required documentation to process annexation petitions

Long-Range Planning - This position is tasked with professional level planning functions to develop, update and maintain plans, projects and regulatory codes, and to perform analysis and make staff recommendations regarding long range planning projects as assigned.

  • Support long-range planning efforts by preparing, implementing, and tracking existing long-range plans, including the "Plan San Lee" Land Use Plan, Lee County Comprehensive Transportation Plan, and other planning studies as needed
  • Coordinate and support meetings of focus groups to develop plans and regulations
  • Participate in preparation and administration of state and federal grants
  • Lee County, City of Sanford, and Town of Broadway operate under a Unified Development Ordinance (UDO), the primary legal document combining zoning, subdivision, and land development regulations.
